Coops brake for the delivery people. According to a study published Wednesday October 2 by the Social Relations Authority for Employment Platforms (Arpe), independent delivery drivers earn less and less over the years. Indeed, in 2023, a courier working on behalf of Uber Eats earned on average 10.10 euros per hour compared to… 11.90 euros in 2021. At Deliveroo, the drop is less but just as real: of 17 .30 euros three years ago to 16.80 euros last year.

The Arpe report also aims to show the disparities in income from one platform to another. It is the French company Stuart which pays its delivery people the best (6 euros on average), ahead of market leaders Deliveroo (5.50 euros) and Uber Eats (4.50 euros).

The situation is similar for drivers of transport vehicles with drivers (VTC). Still according to Arpe, the average hourly income of Uber or Bolt drivers is slightly less than 40 euros, compared to barely 25 at Heetch.

Negotiations at a standstill

Created in 2021, Arpe is responsible for “responding to the need to rebalance labor relations between independent workers and connection platforms”, according to the description on its website. It works to “promote the emergence of a social dialogue producing new rights for the benefit of workers”.

The organization’s study published this Wednesday highlights the inadequacy of the agreements signed at European level by the newly created unions of independent delivery workers and VTC drivers. Despite the introduction of a minimum gross hourly income of 11.75 euros per hour of activity for delivery people and 30 for VTC drivers, the new regulations are not respected. While the net hourly minimum wage is 9.23 euros, the average income of an Uber Eats delivery person is estimated by Arpe at 8.08 euros.

Au MondeLudovic Rioux, secretary of the CGT-Livreurs, believes that “since the establishment of Arpe, income has been falling”. “The platforms block negotiations on remuneration, and today there is still opacity in the algorithms which calculate remuneration and dispatch the races,” he continues. A spokesperson for the Association of Independent Platforms reminds the daily that companies in the sector have “proposed to increase the minimum amount” and introduce “a minimum mileage”.

The request for external expertise by the unions of independent delivery workers and drivers had broken down the negotiations.
