Countdown to “I save – I do business” with the platform expected to open in September. The program will subsidize medium, small and micro enterprises from the trade, services and tourism sectors.

The program for energy upgrading of businesses is financed by resources of the Recovery and Resilience Fund and its initial budget provided €100 million for the Trade and Services sectors and €100 million for the Tourism sector, although the total may reportedly increase with extra funds from RePowerEu that may reach and the 100 million euros.

According to the pre-publication of the Program Guide, last October, projects of companies active in the Trade and Services sectors with a total investment budget of up to 100,000 euros and in the Tourism sector with an investment amount of 50,000 euros up to 500,000 euros will be supportedprovided that the unit will not exceed 100 beds in capacity. The amounts do not include VAT, which is not an eligible expense.

Aid rates

The aid rates for investment projects for the total eligible expenses it will be 40% for medium-sized enterprises and 50% for small and micro-medium enterprises. Also for support costs (De Minimis), the subsidy will be 40% for all businesses. An advance payment of up to 40% of the public expenditure against a guarantee letter of the same amount will also be provided.

In eligible expenses, indicatively, the interventions of energy upgrading of the building shell (thermal insulation, installation of shading systems, etc.), of the lighting system (replacement with new technology or installation of automations to reduce consumption, etc.) will be included. The replacement of boilers with heat pumps or ventilation systems, the strengthening of the thermal insulation of distribution networks, the replacement of terminal units with new more energy efficient ones, the installation of Renewable Energy Sources systems (solar thermal, photovoltaic, small wind turbines and geothermal heat pumps with geo exchangers) will also be subsidized. , energy storage batteries, etc.

Also the services of an energy auditor and inspector will be funded for the issuance of Energy Performance Certificates (PEA), monitoring and management consultant, the development and certification of an energy management system and the preparation of studies and researches for the implementation of the energy audit results report.

However, the eligible subsidized costs for the consultancy, support work as a whole they will not be able to exceed 7% of the eligible total budget of the investment plan and in any case 30,000 euros. The final eligibility of the expenses will be directly linked to the coverage of the energy goal, which concerns the upgrading of the energy category of the infrastructures (based on the PEAs) by at least three energy classes in relation to the existing classification, or mandatory B’ class when it comes to radical renovation.

An investment project whose expenditure has been incurred before the start time of expenditure eligibility will not be considered eligible. Also, work that has begun before the submission of the funding application will result in its rejection for the entire proposal. The duration of the implementation of each proposal cannot exceed 18 months from the date of issuance of the decision to include the investment proposal.
