Does car insurance increase annually, even if you have not had an accident? (Car purchase, used car, driving)

In October 2021, I commissioned another car insurance company to insure my car from January 1, 2022 (contract start date).

The new car insurance company agreed and asked me on the same day (October 5, 2021) to tell them the kilometers I had driven, even though I was still under contract with my old insurance company and my contract with the new insurance company was not due to take effect until 2022.

A week ago I received another letter from the new insurance company saying that I had to report the mileage I had driven. I told them and a few days later I received another letter saying that I had exceeded my annual mileage limit and had to pay €30.

What I noticed in the letter is that they calculated my mileage from the previous year (October 5, 2021), even though my insurance started on January 1, 2022. And if I calculate the kilometers I drove from January 1, 2022 to December 31, 2022, then I drove even less than stated there.

When I asked, I was told that the car insurance company had calculated the kilometers driven in the last 15 months based on my information and had come to this decision.

My question to you? Is that really the case? Have you had similar experiences when changing insurance?
