On the other hand, while it’s essential to adapt to new realities such as climate change and emerging environmental standards, there is one project that has alarmed many mayors of coastal municipalities.

This project refers to the French initiative to construct a wind farm off the coast of Dunkirk, near the Belgian border. It has been concerning residents for years. Already in July 2021, the Belgian government initiated legal actions before an administrative court in Lille.

The case was also brought to the attention of the European Commission, as Belgium was not consulted while determining the location of the wind farm, which European regulations mandate. Following a complaint, the Belgian State, the Flemish region, the port of Ostend, and the municipality of La Panne, which challenged the validity of the consultation before selecting the wind farm site, were dismissed.
This project was decided unilaterally, which is why I am calling for international arbitration.
The project is thus proceeding. The president of the port of Ostend, Charlotte Verkeyn (N-VA), hopes that our government will exert more pressure on its French counterpart. She expresses concern that the wind farm will be directly in the route of ships heading to the port of Ostend. “Moreover, there will be an impact on a Natura 2000 area and on a region utilized by the Ministry of Defence. This decision was made unilaterally, which is why I am advocating for international arbitration,” Charlotte Verkeyn stated in an interview with our colleagues at Laatste Nieuws. “Experts will investigate the matter, and we will receive an answer more swiftly than through court proceedings. Time is pressing, as there is a significant risk that construction will commence.”

For his part, North Sea Minister Paul Van Tigchelt confirmed that the various competent ministers maintain ongoing communication with French authorities and that many measures have already been taken. He believes that Charlotte Verkeyn’s proposed solution is not a long-term answer: “This will not lead us to a solution.” Updates on discussions between the two countries are expected by the end of the year.

The French wind farm plan includes a maximum of 46 wind turbines to be installed in 2027, situated over 10 kilometers from the port city of Dunkirk and over 11.4 kilometers from the seaside towns along the Belgian border, covering a total area not exceeding 50 square kilometers. The wind turbines would be erected at an altitude of 240 to 300 meters above sea level.
