Sources from the ministry are talking about a scandalous scandal, which is the allocation of 40 million centimes to build a classroom, knowing that this amount could be allocated to build an entire house, not a classroom in the rural world and in one of the regions under the influence of the Rabat-Salé-Kenitra region, indicating that a lucky company won four contracts to build sections dedicated to early education, and the completion period was set in a “served” way, at three months, with the aim of frightening and intimidating competitors with the completion period, and pushing them to withdraw automatically.

This, despite the three-month condition, the contractor that won the contract did not complete the work despite a long period of time having passed since the period agreed upon in the specifications, which was considered an explanation for the clear collusion with the administration, and especially with one of the influential technicians known for their mysterious relations with the contractor owner who is good at paying, even inside the “bars.”
According to the same source, the regional director of the Ministry of National Education concerned with this scandal was not even able to direct an inquiry or a normal correspondence, in order to receive answers and justifications about the reasons that made the company delay in completion, especially since it was accustomed to choosing expensive contracts, over other companies, and sending their files to the academy for approval at record speed.

Informed sources indicated that most of the contractors who won the contracts in many regional directorates are related to contractors owned by “loyal friends”, thus dealing a fatal blow to emerging local contractors, whether by reducing the duration of the work, or tampering with the specifications, by increasing a group of works that will not be completed, or a small amount of which will be completed, with the clear collusion between technicians and “senior” officials in the ministry, revealing the similarity of the deals of community schools in everything, despite the difference in architects and regions, and the dangerous thing is that there are engineers who are constantly outside the country, and they win the deals from some technicians, as they do everything, despite the presence of state engineers who do nothing, and they are removed from the envelope opening committee for distributing projects.
