As part of the implementation of the second phase of the Education Sector Investment Program (PISE II) financially supported by the AFD, the Minister of National Education, Camélia Ntoutoume-Leclercq recently launched the construction, rehabilitation and extension works of the 08 schools in Port-Gentil.
The new classrooms under construction will make up for the very pronounced deficit in the economic capital. Indeed, the Pise project aims to improve access to primary and secondary education in Libreville and Port-Gentil in particular. Its long-term objective is to reduce the deficit in school infrastructure in these two major cities of the country and aims to participate in improving the quality of the educational offer and school life.
“This will bring the school closer to families but also offer buildings with international standards with foyers, canteens, multimedia rooms from primary school onwards because we are in the digitalization of education”, explains confirms Mrs. Ntoutoume Leclercq.
For the implementation of Pisa 2, the construction of five new schools and the rehabilitation and extension of three existing schools are planned. Six sites have been mobilized in particular; that of the Massuku daycare center, in the 2e district of the oil city. There, the construction of a CES meeting international standards is planned. This future establishment will include; twelve classrooms, science laboratories, a library (CDI), a multidisciplinary sports field, and on-call housing.
For Camélia Ntoutoume Leclercq, “at the daycare where a family lived, they were rehoused by offering them twelve months’ rent from the project funds. Then, we will offer this family a villa worth 40 million FCFA.”
In Henri Clément, a school complex with 17 classrooms, a computer room, a multipurpose room and all other amenities will be built. The CES du Parc will benefit from the rehabilitation and extension work with 16 additional classrooms, laboratories, computer rooms, toilets, canteen buildings, a large multi-sports ground, on-call housing and many others. The Roger Butin primary school will undergo rehabilitation and extension work as well as the CES de Bac Aviation. In the N’tchengué Dorade area, a school complex including a CES, a primary school and a pre-primary school will emerge with all the amenities.
“In the Massuku area there was a lack of an establishment and the Pise project came to give a helping hand, by creating a college with seventeen classes in this area”, informs Lucien Stevy Mavioga, head of the successful tenderer Direct Services.
101 billion CFA francs were disbursed thanks to an agreement signed in 2016 between the Gabonese State and the French Development Agency as part of the education sector investment program. National companies have not been forgotten in this vast project, which aims to reduce the overcrowded classrooms, to get out of the appalling living and working conditions and to an apprenticeship that does not meet international requirements.
These construction, rehabilitation and extension works on the Port-Gentil schools are part of the next school year 2025-2026.
“Companies have received firm instructions to meet the deadlines for September 2025. This will be the next school year and therefore, they are required to meet the deadlines otherwise there are penalties behind”, warns the Minister of National Education.
