Swift Measures: Fast-Tracked Construction of Nová Heřminovy Dam to Protect Krnov and Opava from Flood Threats

The current disaster that has affected Krnovsko and Opava will probably be a strong argument for speeding up preparations for the construction of the new water reservoir Nová Heřminovy.

Hydrologists agree that the dam system in the Odra basin prevented an even bigger disaster than the one that occurred in the Moravian-Silesian region in recent days.

According to experts, this year’s flood is more intense in terms of the amount of water than the one in 1997. However, if a water reservoir were built in Nové Heřminovy, the impact of the flood would be significantly milder.

Josef Bělica (YES), head of the MSK: “If the reservoir had stood, the situation in Opava and Krnov would have been much calmer. We need the construction of the water reservoir, even at the cost of expropriation. The Odra basin is already preparing documentation for the construction process. We must not allow a handful of citizens to block the protection of tens of thousands of households.”

Šárka Vlčková, spokesperson for the Odra Basin: “Currently, technical and nature-like measures have already been built in the upper Opava basin. However, a fundamental element of the effective achievement of the necessary flood protection of this area, which is a water reservoir for the accumulation of flood flows of the Nová Heřminovy, is still missing. It clearly shows that nature-like measures and small accompanying measures in the basin contribute to the mitigation of small floods, but they have practically no effect on the management of extreme flood situations.”

Jiří Tkáč, general director of the state enterprise Povodí Odry: “The Nová Heřminova waterworks is designed to transform 100-year-old water into 5-year-old water, which means it can reduce 209 m 3 /s in the dam profile to 100 m 3 /s. During the current flood situation, the Opava River culminated in Krnov at 250 m 3 /s, or higher flows could no longer be measured by the water measuring station. If the Nové Heřminovy water reservoir were in operation, the Opava river would culminate in Krnov at 150 m 3 /s and the water in the part of the city that belongs to the Opava river basin, which is its decisive part, the Opava River peaked in Opava at 500 m 3 /s, if the Nové Heřminovy water reservoir was in operation, the Opava River would have peaked at 330 m 3 /s in the city of Opava, and the water would not have overflowed and remained in the channel. The effect of the Nová Heřminová waterworks would be significant and invaluable. This flood proved that the effects of technical flood prevention measures are absolutely obvious and especially clearly predictable. extreme flood situations. Their effect is up to a 10-year flood. In addition, it must be emphasized that the effect of 2 of the Nová Heřminova waterworks would continue further down the Opava River and would significantly help the section of the Odra below the confluence with the Opava River in Ostrava, where since Sunday including today there has been a permanent overflow of the dams and their flooding and the flooding of some parts of the city, especially Přívoz.”
