Below are the top stories from Tuesday, September 17:

The UN Fact-Finding Mission on Venezuela published its latest report on the country on Tuesday, September 17, in which it stated that following the presidential elections on July 28, the State intensified its system of harassment and violent repression against opponents or those perceived as such.

In the document, the mission detailed the cases in which deaths were reported during post-election protests, arbitrary detentions, serious violations of due process, short-term forced disappearances, acts of torture, cruel, inhuman or degrading treatment, and sexual and gender-based violence.

“The protest against the election results announced by the authorities and the repressive response of the State marked a new milestone in the deterioration of the rule of law. The main public powers abandoned all appearance of independence and openly submitted to the Executive. In practice, many of the judicial guarantees lost their effectiveness, leaving citizens helpless against the arbitrary exercise of power,” the report reads.

Spanish Foreign Minister José Manuel Albares asked Venezuelan Foreign Minister Yván Gil on Tuesday, September 17, to confirm the identity of the two Spaniards detained in the country.

Albares recalled that, as established by the Vienna Convention, the Venezuelan government must share detailed information on where the Spanish citizens are and under what charges they were detained.

To formalize the request, Albares summoned the chargé d’affaires of the Venezuelan Embassy in Madrid as well as, through a verbal note, the Spanish Embassy in Caracas, the Foreign Ministry and the Venezuelan Embassy in Madrid.

Speaking to reporters in the corridors of the Spanish Senate, the Foreign Minister reiterated that the two arrested men have no ties to Spanish public bodies, “and much less” to the Spanish National Intelligence Centre (CNI), as the Venezuelan government maintains.

On Tuesday, September 17, the social network Instagram announced a new feature to protect teenagers, even if they lie about their true age.

The new feature is called “Teen Accounts” and aims to enable restrictions for users under 16 years of age from unwanted messages. This way, they will have “private accounts” to which only people they already follow can send messages, tag them or mention them.

The measure will begin to be implemented on September 17 in the United States, United Kingdom, Canada and Australia, so any teenager who registers on Instagram will have an account with the new feature and those with existing accounts will be migrated within the next 60 days.
