Unveiling the New Pay Scales for Government Workers

According to the announcements of Prime Minister Kyriakos Mitsotakis from the “step” of the 88th International Exhibition of Thessaloniki, but also based on what was announced and clarified by the political leadership of the Ministry of National Economy and Finance in the last few days:

1 The amount of the increase in the minimum wage in the private sector, according to the prescribed procedure, will determine the increase in the basic wages in the State that will be applied from April 1, 2025.

2 The minimum wage in the private sector is currently €830 and the target is to reach €950 in April 2027, meaning that, until then, the average annual increase based on the target of €950 in 2027 will be around 40 euro.

3 The introductory basic salary in the State, today amounts to 850 euros. In order not to fall short of the new minimum wage, there will be proportional horizontal increases in the salary of civil servants and in the special salaries of public officials (officers, judges, researchers, NSS doctors, university staff, etc.), as was done with the 70 euros in 2024. Thus, all public servants and functionaries – 700,000 workers in total – will gradually receive a horizontal increase of 100 euros gross in their basic salaries until 2027, so that the introductory salary in the public sector will rise to 950 euros in 2027, from 850 euros today.

4 If a scenario of an increase of the minimum wage in the private sector by 40 euros per month is applied, for each year from 2025 to 2027, this wage in 2025 will be determined at 870 euros, at which point the introductory basic salary in the public sector will also rise to 870 euros from 850 euros today. That is, this introductory salary will increase by 20 euros. All other basic salaries of civil servants and all basic salaries of civil servants will increase by the same amount in 2025. That is, they will increase horizontally by 20 euros (gross) per month from April 1, 2025.

5 If a scenario of increasing the minimum wage in the private sector by 50 euros per month in 2025 and by 35 euros per month in 2026 and 2027 is applied, this wage in 2025 will be set at 880 euros, at which point the introductory basic wage in the public sector it will rise to 880 euros from 850 euros today. That is, this introductory salary will increase by 30 euros. All other basic salaries of civil servants and all basic salaries of civil servants will increase by the same amount in 2025. That is, they will increase horizontally by 30 euros (gross) per month from April 1, 2025.

“E.T.” sets out detailed tables that capture the consequences of the implementation of these two main alternative scenarios, i.e. the increases that will occur for all basic salary scales of civil servants if the private sector minimum wage is increased to 870 euros and if this minimum wage should be increased to 880 euros.

Additional allowances for uniformed officers and doctors

It is also noted that, according to what was announced by the leadership of the Ministry of National Economy and Finance, thousands of civil servants and public officials will benefit from additional increases in their salaries, as the following income support measures will also be implemented in 2025:

1 Expansion of the target achievement allowanceat a cost of 40 million euros.

2 Increase by 20% the compensation of night uniforms (Police, Fire Brigade, Coast Guard, Armed Forces) from 1/1/2025. The hourly compensation will rise from 2.77 to 3.33 euros per hour. It is noted that night working hours vary by service (generally ranging from 10 to 64 hours). Indicatively, it is stated that for a police officer with 64 hours of night work, the said increase corresponds to 36 euros gross or 22 euros net per month. The fiscal cost is estimated at 25 million euros per year.

3 Incentive to attract doctors to troubled and barren areas. An increased incentive to attract and stay NHS doctors in troubled and barren areas of 200 to 600 euros per month depending on the specialty and the area is being established from the current month. Today it concerns about 3,300 NHS doctors, with the aim of increasing this number, and the annual budgetary cost amounts to about 16 million euros.
