Regional Minister Piret Hartman received the green light from the government today to sign a contract with the ferry line carrier of Saaremaa and Hiiumaa for the next seven years. The new contract brings additional services and a more environmentally friendly ship.
One bid was submitted to the international tender organized to find a carrier for Suursaarte ferry lines, and it was made by the current service provider, TS Laevad. With the latter, a passenger transport public service contract is concluded for the period 01.10.2026–30.09.2033.
The new seven-year contract includes more services for passengers: all ferries will offer passengers free drinking water, and each ship must have a changing and nursing room for parents to take care of their baby. The working hours of the customer service last for the entire duration of the ships’ sailing schedule. If until now you could buy a general queue ticket from the port only for the ferry in front, in the future you can also buy tickets from the port for subsequent trips and reserve a place for a vehicle.
An important change accompanying the new contract is that a new environmentally friendly ferry being built by the state will be added to the carrier’s current four ferries.
“I’m glad that people have confidence in the continuation of the ferry line at the current level even after the fall of 2026,” explained Minister of Regional Affairs and Agriculture Piret Hartman.
Compared to the previous agreement, the formula for calculating the carrier’s reasonable profit is specified in the new agreement, and the rate of return on the capital invested by the carrier is set at 8 percent.
2.4 million passengers traveled on the Virtsu-Kuivastu and Rohuküla-Heltermaa line in 2023. Ticket revenue was 14.2 million euros in 2023, which remains with the state.
