The Pakistan Telecommunication Authority (PTA) has confirmed that wholesale IP bandwidth providers are hindering the resale of IP bandwidth by other operators in Pakistan by imposing conditions.
In Pakistan, the wholesale IP bandwidth market is dominated by the four major cable operators PTCL, Transworld Associate (TWA), Cybernet and SCO. These companies provide bandwidth downstream to other Internet service providers, such as fixed-line and cellular mobile operators, who then sell it to residential and corporate customers.
Private website “Pro Pakistani” states that there is no provision in the operators’ legal framework and associated licenses that prevent downstream providers from reselling IP bandwidth to their retail customers.
On 23 July 2021, PTA identified PTCL and TWA as the main market power operators in Pakistan’s wholesale IP bandwidth market. Recently, the PTA has received complaints from downstream providers that wholesale providers are restricting resale by imposing trade conditions.
To address these concerns, the PTA held individual meetings with the operators concerned, in which the issues were discussed in detail and feedback was collected.
An analysis of the feedback revealed instances where wholesale providers were indeed impeding resale by imposing conditions. The PTA noted that such restrictions are not found in international practices, where unhindered bandwidth trading is allowed.
