V. Čmilytė-Nielsen proposes the candidacy of J. Miliuvienė for the position of Seimas controller

It would be assigned to investigate the activities of officials of municipal institutions and institutions, reported the Public Relations Department of the Seimas.

“The candidate is an experienced and well-known constitutional law expert. For many years, he has been working consistently and in various aspects with the constitutional law of Lithuania and the European Union, delving into the issue of human rights protection. Her competence and experience in this field are unquestionable”, V. Čmilytė-Nielsen is quoted in the report.

It states that in 2005, J. Miliuvienė obtained a master’s degree in law at Vilnius University. He later completed his law studies in Grenoble, France, with a second-cycle research master’s degree in law. He studied the protection of human rights and freedoms and EU law at the Paris National School of Administration.

In 2020, she was awarded a doctoral degree in legal sciences in the field of social sciences at Mykolas Romeris University. From 2021, he is conducting postdoctoral studies.

In 2008, J. Miliuvienė started her professional career at the Constitutional Court, currently she is an advisor to the President of this Court. From 2021 – Court representative for relations with the Venice Commission. In addition, he interned at the Court of Justice of the European Union and the European Court of Human Rights.

Since 2013, the candidate has been engaged in pedagogical and scientific activities at Mykolas Romeris University: she lectures on Lithuanian constitutional law, is a researcher, author and co-author of scientific publications, and participates in international conferences of constitutionalists.

According to the announcement, her research interests and areas of expertise are constitutional law, constitutional justice and jurisprudence, the relationship between international and EU law and national constitutional law, human rights, and soft law.

At the proposal of the Speaker of the Seimas, the Seimas appoints the Seimas Controller for a five-year term. J. Miliuvienė would replace Milda Vainiutė, who has been holding the position of controller since 2018, in the Seimas controller’s office.
