Drowning is the leading cause of daily accidental death in people under the age of 25, affecting all age groups. Therefore, it is important to monitor them so that risks can be communicated and prevented. From June 1 to September 30 every year, the French Ministry of Public Health cooperates with the National Navigation Safety Observation System to establish epidemiological surveillance of drowning (Snowsand) identifies all accidental drowning incidents and is attended to by emergency response agencies or results in subsequent death at the drowning location.
As next summer approaches, France’s public health authorities will publish an annual report describing the characteristics of the victims and the occurrence of drownings recorded during the summer of 2023. Nearly 30% of drownings result in death in summer 2023
Between June 1 and September 30, 2023, 1,336 drowning incidents were recorded, including 361 drowning deaths, accounting for 27% (24% in 2021).
Adults are the most affected by drowning (55% of drowning victims, compared with 30% of victims under 6 years old and 15% of victims aged 6-17 years), as well as those more likely to die after drowning ( 44% of drowning victims).

The ocean is the place with the highest number of drownings and deaths (45% of deaths), followed by rivers (23%), private swimming pools (15%) and water bodies (14%). Half of adult drowning deaths occur at sea, while one-third of minor drowning deaths occur in private swimming pools.
Two-thirds of drownings and more than half of deaths are concentrated in five coastal areas: Provence-Alpes-Côte d’Azur, Occitanie, Nouveau-Aquitaine, Auvergne-Rhone-Alpes and Brittany. The southeastern region (PACA, Occitany, Corsica) has a large concentration of swimming pools and therefore a higher proportion of drownings and deaths in swimming pools than other regions. Compared with other regions, the northwest coast (Brittany, Normandy, Hauts-de-France) and overseas (71% and 82% respectively) have a higher proportion of drowning and sea deaths.

Drowning epidemiological surveillance will be launched from June 1 to September 30, 2024
France’s drowning monitoring system was improved in 2023 and updated in summer 2024. and September 30th.
Beginning in the summer of 2023, annual monitoring replaces the three-year drowning survey, based on drowning emergency visit data from the OSCOUR® network and drowning mortality data at drowning sites collected by the National Drowning Observatory System. SNOSAN data comes from feeds from the Regional Operational Monitoring and Rescue Center (Cross), announcements from the Ministerial Monitoring and Operational Alert Unit (CMVOA) and news monitoring.
Over the summer, some updates will be posted on our website to monitor changes in the number of drownings recorded during monitoring periods and to adapt prevention messages throughout the season. As part of health surveillance for the 2024 Olympic Games, emergency room data from the OSCOUR® network will also be used to monitor drowning incidents.

Follow safety instructions and swimming bans before and during swimming. Prioritize supervised swimming areas protected by professional lifeguards. Know the weather conditions. Postpone swimming if you are feeling unwell (fatigue, health problems, chills, etc.). Avoid drinking alcohol before swimming. Before swimming, warn loved ones to enter the water gradually and wet the head, neck and abdomen to avoid thermal shock, especially when the temperature difference between water and air is large. It is never too late to start learning to swim all year round.
