A vehicle control operation in Cali, carried out by the Ministry of Mobility, turned into chaos when a group of uncontrolled people intervened and took motorcycles off a tow truck. Among the affected vehicles was Sofía Sotelo’s motorcycle, which after being immobilized, disappeared during the incident.

The disorder began at 4th and 13th on July 10 at 12:30 PM, when Sotelo’s motorcycle was loaded onto the tow truck by traffic officers. Upon returning, Sotelo discovered that her vehicle was no longer there and was informed that it had been loaded onto the tow truck. However, the situation worsened when a crowd removed the motorcycles from the tow truck before it could leave.

Sotelo tried to contact the Ministry of Mobility the next day, but was not attended to due to the office being closed. She was subsequently told that she had to schedule an appointment and pay to recover her motorcycle. However, when she requested the appointment, she discovered that her motorcycle did not appear in the system.

Finally, a traffic officer informed him that his motorcycle had been stolen during the robbery of the tow truck. Since then, more than 45 days have passed without any news about the vehicle, even though Sotelo has followed all the procedures and has the documentation in order.

The Valle Automotive Diagnostic Center (Cdav), responsible for the cranes, issued a statement detailing the incident. According to the Cdav, on July 10 at around 2:30 PM, the crane-type vehicle with internal number Dragon 67 was attacked by subjects who, with physical and verbal aggression, managed to get off the motorcycle with license plate WTV85E. This incident is documented in videos circulating on social media.

The Cdav has filed a complaint with the Attorney General’s Office, identifying the file number 2024082102622, and reporting that the situation endangered both the workers and the vehicle. Sotelo’s motorcycle has no record of a traffic ticket due to the impossibility of preparing the corresponding order for public disorder.

In response, the Undersecretary of Mobility, Gustavo Orozco, has shown willingness to address the owner’s claim once the complaints are completed and the case is investigated. However, Sotelo’s lawyer has publicly denounced the Mayor’s Office of Cali, the District Mobility Secretariat and the Cdav, demanding that these entities take responsibility for the disappearance of the vehicle. He argues that these organizations have the legal obligation to guard immobilized vehicles and cannot evade their responsibility by alleging the action of third parties.
