Fourth appeal filed against budget increase approved by Congress
The budget increase approved by Congress and requested by Bernardo Arévalo’s government adds another legal action to have it suspended.

The Guatemalan Civic Citizen Group filed this Monday, August 19, before the Constitutional Court (CC) an injunction against the budget expansion of more than Q14 billion approved by the Congress of the Republic.
According to the plaintiffs, the extension in question is illegal and unconstitutional, and they are therefore asking for it to be suspended.
This is the fourth legal action against decree 16-2024, approved on Tuesday, August 13, by the deputies of the Congress of the Republic of national urgency.
This expansion is for Q14,451 million.
Amparos add up
Last week, the Foundation Against Terrorism (FCT), the deputy of the Valor bloc, Sandra Jovel, and deputies of the Vamos bench filed legal actions against the expansion.
Among the arguments for filing the appeal are that the right to question the Minister of the Interior, Francisco Jiménez, was violated, as raised by Congresswoman Jovel.
Representative Andrea Reyes, elected by the Semilla Movement, indicated that everyone is within their rights, but that legally -the amparos- are inadmissible. She recalled that the Constitutional Court (CC) has already decided that an interpellation can be interrupted to legislate in favor of budgetary issues, which is why it is “perfectly constitutional.”
He said that if the decision is against the expansion, all sectors that make up the State would be affected, including municipalities and the justice sector.

Has a plan
In a press conference, President Bernardo Arévalo said that “he is sure that the appeals will be rejected by the CC because they have neither feet nor head.”
He also indicated that he has a “plan b” if in case the CC It ruled favorably on the appeals, but did not go into details about what they are about.
