The international organization Electoral Transparency has denounced irregularities in relation to the international “false observers” aligned with the government in the presidential elections of July 28, who in its opinion would be responsible for prolonging the post-electoral conflict in Venezuela.
According to the report False Electoral Observation Venezuela 2024, the government of Nicolás Maduro would have tried to “give legitimacy” to the announcement of the National Electoral Council (CNE), which declared Maduro the winner, by inviting militants from parties related to the United Socialist Party of Venezuela (PSUV) as international observers.
Among the irregularities noted in the report False Electoral Observation Venezuela 2024, the following stand out: the disqualification of opposition leader María Corina Machado; the obstruction of the registration and updating of the data of approximately 5 million Venezuelans residing abroad in the Electoral Registry (about 25% of the electoral roll); the use of state resources in favor of the ruling party, the persecution and criminalization of opposition forces, and the generalized opacity in the functioning of the CNE throughout the process.
“False observers”
The government of Nicolás Maduro, through Foreign Minister Yvan Gil, announced that they had invited more than 635 international observers to follow the electoral process. However, the state channel Venezuelan Television indicated that there would be approximately 800 people from 100 different countries, who would serve as observers of the process.

In addition, Electoral Transparency pointed out that most of them traveled to Venezuela to participate in the meeting “II World Social Alternative: the organization of the people is a factor for self-determination,” organized by the Bolivarian Alliance for the Peoples of Our America.
According to the organization, the “false observers” were in the country to support the reelection of Nicolás Maduro and “contribute to a narrative of normality” in the electoral context, despite the irregularities mentioned above.
“Many of these people were very active on social media before, during and after the election, claiming that the elections met democratic standards, although most of them could not hide their support for Maduro,” the report states.

Among the “false observers” are names such as Carolus Wimmer, de facto member of PSUV; Bruno Lonatti, from the Communist Party of Argentina; Pedro César Batista, from the General Abreu e Lima Anti-Imperialist Committee; Socorro Gomes, former deputy of the Brazilian Parliament and member of the Communist Party of that country; Esteban Silva Cuadra, Allendista Socialist Movement; Michael Humaña, Revolutionary Left Movement, among others.
What did the “false observers” say?
Electoral Transparency insisted that the statements of the international “false observers” have allowed the government of Nicolás Maduro to maintain the narrative of a transparent electoral process.
“(These statements) seek to instill certain ideas in public opinion, such as that the electoral system guarantees the authenticity of the results, the automated voting system is secure, or that there were no problems or irregularities during the election day,” the document states.
According to the international organization, the statements of the “false observers” focus on “abstract and technical aspects” and therefore do not address issues related to disqualifications, the intervention of political parties, and the lack of transparency.
Election results
Regarding the election results, Electoral Transparency rejected the proclamation of Nicolás Maduro as President of the Republic for the period 2025-2031. In addition, they recognized Edmundo González Urrutia as the president-elect in the process of July 28, 2024.
The international organization was based on the minutes presented on the website Venezuelan presidential results 2024 to make this statement.
“According to 83.5% of the votes, González obtained 67% of the votes, compared to 30% for Maduro. However, the CNE announced false results, declaring Maduro the winner and ignoring the popular will,” said Electoral Transparency.
International organizations on the elections in Venezuela
Another of the international organizations that spoke out about the presidential elections in Venezuela was the panel of electoral experts of the United Nations (UN).
This delegation visited Venezuela in the context of the presidential elections of July 28 and made public on August 13 its report on the elections in response to the political and social tension that has been registered in the country.
According to experts, the results issued by the CNE lack credibility and transparency, as they did not comply with Venezuelan legal provisions or the deadlines established in the country’s electoral laws for the publication of results.
The report highlights that the CNE only issued two bulletins orally, so there is no support or detail of the specific results either on a website or in electoral gazettes.
Previously, the The Carter Center said in a statement on July 30that the presidential election “did not conform” to international parameters and standards of electoral integrity.
However, within a period of 14 days, Jennie Lincoln, head of the Carter Center’s observation mission, said on August 7 that they analyzed the minutes published by the Democratic Unitary Platform (PUD) that confirm the victory of Edmundo González in the presidential elections in Venezuela.
“The center has analyzed the available numbers along with other organizations and universities and confirms Edmundo González Urrutia as the winner with more than 60% of the votes,” Lincoln said in an interview with AFP on August 7, reported by national and international media.
Following these statements, the Venezuelan Foreign Ministry accused the mission charged with monitoring the elections of supporting a “coup d’état” on the same day.
