Gore Lambayeque begins works expected for decades with S/ 700 million –

With the initiation of studies aimed at enhancing roads for public and urban transportation, including the construction of the first bypass in the city of Chiclayo, the Lambayeque region is entering a phase of implementing priority projects to close road gaps and improve public services, thereby offering better quality of life to the residents of Lambayeque.

This was stated by Carlos Orbegoso Salazar, regional manager of Transport and Communications of the Regional Government of Lambayeque, who highlighted that there are approximately 700 million soles available in total for a series of priority projects under the works-for-taxes (OxI) modality.

In an interview with the Andean News Agency, Orbegoso Salazar mentioned that there is now a chance to carry out projects that have been awaited for two decades, such as the Chiclayo-Pomalca and Chiclayo-Ferreñafe highways, among others.

«The remodeling of Víctor Raúl Haya de la Torre Avenue, starting from the Gran Chimú oval in La Victoria to the Eloy Ureta oval in Chiclayo, which includes the construction of the first bypass in Chiclayo, marks a beginning made possible by the efforts not only of Governor Jorge Pérez Flores but also of other regional authorities who have managed to increase funding for works through taxes.», he expressed.

He emphasized that these projects, such as the remodeling of Haya de la Torre Avenue, will not only alleviate traffic congestion in the area alongside the bypass but will also significantly enhance north-south traffic, thereby reducing travel times.

«This work will span 3,800 meters, and during peak hours, crossing the intersections currently takes between 15 to 30 minutes. With these improvements, it will reduce to about 5 minutes, which will benefit around 350,000 citizens, representing one-third of the entire region’s population.», the official explained.

The regional manager of Transport and Communications of the Lambayeque Government added that improvements to interurban traffic services will commence, injecting greater dynamism into the area. “And undoubtedly, according to studies and experiences from other cities, this will enhance the quality of life and present a sense of modernity with the introduction of the first overpass in Chiclayo.”

According to the timeline, the pre-investment studies will begin first, followed by the technical studies and project, which are expected to be completed by the end of 2025, allowing for the immediate execution of the works to be finished by the end of 2026.

It is worth noting that the Gore Lambayeque awarded the company URBI Proyectos SAC with the initiation of pre-investment studies for the first tax-based project in the region, involving an investment of over 100 million soles.

In another part of his statements, Orbegoso Salazar emphasized the management capabilities not just of the governors but also of the government, led by President Dina Boluarte, which have significantly increased the amounts OxI can execute.

He recalled that until March of this year, for the Lambayeque region, the fund stood at one million soles, but it subsequently rose to nearly 700 million thanks to the efforts of Governor Jorge Pérez.

It should be noted that in May 2024, the Private Investment Promotion Agency (ProInversión) announced that regional and local governments and public universities have 34.646 billion soles to execute projects through the works for taxes mechanism.

Engineer Carlos Orbegoso stated that this mechanism facilitates financing and executing projects that align with national, regional, and local development policies and plans.

He specified that the new measures allow regional governments to participate in the OxI mechanism, enabling them to carry out investments while gaining access to more funding sources, which facilitates and encourages their effective and swift utilization«What is unfolding in Chiclayo?«.
