First draft of the new constitution: the CNT responds to the demands of positive forces

The National Transitional Council (CNT) has presented a first draft of the new constitution, article by article, after a heavily criticized first version was released. This legislative bill is therefore a response to a request from Guinea’s active military forces.

The first draft consists of 205 articles, with no major revisions compared to the 2010 Constitution. It covers intangible aspects of the Constitution, but also the rights and obligations of citizens.

However, the text introduces several reforms to prevent excess power and strengthen democracy. In particular, he proposes the creation of new institutions, including a bicameral parliament consisting of a parliament and a senate responsible for approving appointments to senior positions.

The powers of the President of the Republic were limited in order to avoid the strengthening of the presidential system, and judicial independence was strengthened by a review of the composition of the Supreme Council of Magistrates.

The text also provides for the reorganization of the political space by authorizing independent candidates. Finally, education is free until the age of 16, and military service becomes compulsory from the age of 18.
