Soumahoro, we were missing him to lecture us and pontificate on justice and prisons –

John Of Capua

Every now and then they come back. And so Aboubakar Soumahoro every now and then finds a topic to pontificate on from who knows what pulpit. This time it was the Prison Decree that just became law. For the Honorable Aboubakar the “State has failed”. “Since the beginning of the year, 64 suicides have been recorded in Italian prisons, an impressive number, in sharp increase compared to previous years” underlines the deputy and member of the labor commission who adds: “The suicide emergency is then superimposed on that of overcrowding which in our country is close to 131% on average. A dramatic situation that should make us reflect on how our prisons really need urgent measures, which however are not contained in the decree that arrived in the Chamber”.

For this reason, “through an order of the day approved by the Assembly, I have tried to remedy it, asking the government to promote linguistic-cultural mediation interventions and services in penitentiary institutions and to increase staff coverage. I have also asked for specific interventions for the female prison population, in the areas of training, family and psychological support and maternity support. In particular, health services within female penitentiary institutions should be strengthened, and screening programs for breast and cervical cancer should be guaranteed, as well as easier access to gynecologists and obstetricians”. Minors “should instead be guaranteed quality education, implementing specific programs for social and work reintegration as well as recreational and sports activities. It is above all a question of political will. The conditions in which our prisons find themselves are a reflection of a State that has failed in its mission of re-education and rehabilitation. It is absolutely urgent to radically reverse the trend”, concludes the deputy.

The honourable member of the Mixed Group is not the only one to speak out against the Prison Decree. Roberto Giachetti with Rita Bernardini, Sergio D’Elia and Elisabetta Zamparutti, members of Nessuno tocchi Caino, have filed a complaint-denunciation, in the Carabinieri barracks of San Lorenzo in Lucina, against the Minister of Justice Carlo Nordio and the undersecretaries Andrea Del Mastro Delle Vedove and Andrea Ostellari for “the gravity of the situation” in which the prisons find themselves. “Not preventing an event, which one has a legal obligation to prevent, is equivalent to causing it” – we read in the note. Giachetti is convinced that “there is a plan by the government to ensure that the emergency breaks out in the prisons and to be able to intervene with repressive action, because we take care of the bad guys, the losers, those who basically nobody gives a damn about and if we give them a couple of punches nothing happens”.
