Launch of 2024 ‘Legal Services for the Economy’ Initiative in Hunan Marks New Era of Lawyer-Enterprise Collaboration

On July 30, the 2024 annual “Serving the Real Economy, Law Firms Working Together” action tour law service activity officially launched in Changsha, Hunan Province. Leaders attending the event included Wang Yan, Deputy Secretary-General of the All-China Lawyers Association, Xu Hua, Director of the Law Enforcement Supervision and Management Office of the Ministry of Industry and Information Technology, Mao Liuping, Member of the Party Leadership Group and Deputy Director of the Provincial Department of Industry and Information Technology, Hu Guoxiong, Member of the Party Leadership Group and Deputy Director of the Provincial Department of Justice, among others. Over 270 people attended the event, including officials from the Provincial Small and Medium Enterprises Service Center, the Provincial Lawyers Association, industry and information bureaus, judicial bureaus from various cities and states, and some representatives from enterprises and parks.

According to reports, last September, following the unified deployment of the Ministry of Justice and the Ministry of Industry and Information Technology, the Hunan Provincial Department of Justice and the Department of Industry and Information Technology jointly issued the “Implementation Plan for the Special Action of ‘Serving the Real Economy, Law Firms Working Together.’” This plan made specific arrangements for the legal service support functions of the lawyer industry throughout the province, helping to build a modern industrial system and strengthen the real economy. Over the past year, the provincial judicial administrative system and the industrial and information system have been working together, actively organizing over 900 law firms to connect with more than 12,000 various enterprises, conducting over 4,500 policy interpretation and precise legal education sessions, more than 5,400 “legal health check-ups,” providing over 35,000 legal consultations, and mediating more than 6,500 disputes.

Since the beginning of this year, the Provincial Department of Industry and Information Technology has focused on carrying out the “Three Deliveries, Three Solutions, Three Optimizations” and “Together for Enterprise Benefits” service actions, diligently working on the construction of a law-based business environment. In May, the Provincial Department of Industry and Information Technology and the Provincial Department of Justice redeployed the 2024 “Serving the Real Economy, Law Firms Working Together” special action, clearly stating the need to combine the three flagship projects of advanced manufacturing and the industrial doubling plan to identify and assess key industrial chain enterprises’ legal risk hazards and legal needs, further improve the mechanism for cooperation between law firms and enterprises, build a collaborative platform, explore a new model of “industrial chain + legal service,” and promote a law-based business environment that is favorable for high-quality enterprise development.

Mao Liuping stated in his speech that the Provincial Department of Industry and Information Technology will take this event as an opportunity to actively explore a new model of “industrial chain + legal service,” gathering high-quality legal services into parks and enterprises, striving to match legal services with industrial layout, integrate them with the industrial system, and resonate with industrial development. An expert lawyer service team will be established to provide targeted contact and support for key enterprises, guiding lawyer teams to offer “tailored” personalized services. They will conduct in-depth investigations of legal issues in industrial development and enterprise operations, regularly collect, organize, and publish corporate legal needs, and engage in regular collaborations and exchanges with judicial departments and lawyer associations to provide comprehensive, all-inclusive, and full-cycle legal protection for enterprises operating in accordance with the law.

Hu Guoxiong indicated that the Provincial Department of Justice will always uphold party leadership, actively carry out multi-level and comprehensive joint construction of law and enterprise party organizations, and create a good environment for the smooth implementation of the special action. They will continue to maintain coordinated efforts, further strengthen collaboration with the Provincial Department of Industry and Information Technology, improve cooperation mechanisms, enrich cooperation content, and expand cooperation outcomes. They will always adhere to precise policy implementation, widely carry out series of legal service activities into parks, business associations, and enterprises, and conduct “legal health check-ups,” promoting legal policies to be fully known, fully understood, and fully enjoyed by enterprises, continually enhancing their capacity for legal operation and management. They will persist in benefiting enterprises and utilizing various legal resources to safeguard and empower the real economy.

At the event, the first batch of enterprise legal demand lists for the 2024 “Serving the Real Economy, Law Firms Working Together” action was released. The list shows that the enterprises identified through assessment are all pillar and specialty industry enterprises from various cities and states, involving multiple key industrial chains such as construction machinery and the new generation of information technology. The enterprises’ legal needs primarily focus on legal consultation services, accounts receivable, intellectual property, labor employment and labor disputes, compliance management, and legal training. The “Hunan Enterprise Legal Service Package” was promoted, which deeply analyzes common issues enterprises encounter in different stages such as establishment, growth, maturity, and expansion, such as equity, contracts, labor disputes, and financing guarantees, and proposes strategies to address them. Relevant enterprise and lawyer representatives shared their experiences, and legal experts made thematic presentations.

During the “Face-to-Face with Lawyers” legal consultation session, around 90 lawyers provided nearly 100 answers to key concerns of 30 enterprises regarding compliance system establishment, contracts, equity, intellectual property, and other critical issues. Participating enterprises expressed their agreement with the lawyers’ answers and hoped more quality lawyer teams would engage directly with them, providing more professional legal opinions to enhance their level of compliance in management, effectively prevent and resolve legal risks, and strengthen intellectual property protection.
