Inaugurating New Management, HAPPI Chairman Invites Staff to Bring Progress to Indonesian Maritime Affairs and Marine Affairs

CHAIRMAN of the Indonesian Coastal Management Experts Association (HAPPI) M Rasman Hanafi officially inaugurated the HAPPI management for the 2023-2028 period. The newly inaugurated management is expected to play a role and take part in Indonesia’s marine and maritime development policies.

“Mainstream marine and maritime development is the main stream in our future development. So HAPPI must exist and its role is indeed highly anticipated,” said Rasman, quoted in Jakarta, Tuesday (30/7).

Previously, Rasman Manafi was elected by acclamation as the General Chairperson of HAPPI for the 2023-2028 period at the 4th HAPPI National Congress in 2023 which was held at the Petitih Hall, West Kalimantan Governor’s Office, Pontianak City, on Monday, November 27, 2023.

The congress also appointed Syarif Iwan Taruna Alkadrie as secretary general. Rasman emphasized that when talking about spatial planning, currently there is no longer a separation between land and sea spatial planning. Land and sea spatial planning need to be integrated. Because, if it is not in harmony, there will be conflict.

Therefore, related to space has been integrated in one document. For example in the regions, it is already in one regional regulation.

“Here is HAPPI’s opportunity to implement its knowledge and expertise. How to integrate the utilization of land and sea can be synergistic, not conflict or even reduce the quality of resources,” he said.

Rasman further said that the HAPPI program in the future will first ensure expertise certification.

He hopes that in the near future, coastal experts under the auspices of HAPPI can be realized even though it requires energy, time and attention which is also a mandate from the previous management.

“Second, it is hoped that HAPPI’s role can appear well at the national and regional levels. If we already have expertise standards, then with that expertise we must be able to assist the government, both central and regional, even to the private sector level that prepares coastal management documents,” he said.

“Thirdly, of course, collaboration is what we are currently initiating, in the near future we will start collaborating with similar organizations. Because it is impossible for us to talk about, for example, processing marine products if we do not talk about how to conserve the sea.”

“It is impossible for us to talk about how to convert the sea if we do not control the carrying capacity in the sea. HAPPI has expertise in that area, we will try to get in.”

Rasman said that HAPPI’s performance is long-term oriented.

“This period of leadership change will actually continue to take place every five years, there will be changes in the regions and the center. In our view at HAPPI, this period is very important because we will plan development for the next 20 years,” he continued.

HAPPI does not carry out planning or utilization or control until monitoring, it is only completed in one period.

For example, he said, in the sea it changes very quickly, if this year one area can be designated as a conservation area, it could change for example because there is an oil spill incident from a ship. Because, to repair the sea is not finished in one period or even 20 years. (Z-8)
