PUD denounced CNE’s obstacles in the accreditation of its witnesses

On July 23, the Democratic Unitary Platform (PUD) reported problems with the accreditation of its electoral witnesses for the presidential elections. The main witness on the card of the Democratic Unitary Platform (MUD), Delsa Solórzano, indicated that five days before the elections, the National Electoral Council (CNE) system seeks to “slow down” this process.

The leader of Encuentro Ciudadano published a video on X (formerly Twitter) with the other representatives of the MUD before the CNE, Perkins Rocha and Juan Carlos Caldera. There, she indicated that the organization has not responded to her requests to address this failure, so she reiterated her request to meet with the rector Elvis Amoroso.

“We began sending communications to the CNE last Thursday (July 18). At this time on Tuesday, all the communications we have sent to the CNE are still in the office waiting for the stamp of receipt, because they indicate in the Correspondence office that they do not have authorization to receive our communications,” said Solórzano.

Caldera also reported that there are witnesses that have already been uploaded and approved, but when the system is checked, it appears that “that witness does not exist.”

Solórzano clarified that currently the PUD has 98% of its witnesses registered in the CNE’s automated system. However, the organization itself has implemented a series of mechanisms through its website that prevent them from loading 100% of witnesses.

He pointed out that the problem is specifically when trying to print the credential. The system, he said, allows for the mass accreditation of all witnesses, which facilitates the process since several witnesses have reported difficulties in doing it individually. But when selecting that option, it gives the PUD team an error.

In this regard, Juan Carlos Caldera pointed out that this problem affects almost 100 thousand witnesses that the opposition plans to deploy in the voting centers for July 28. He said that at this time they are managing the process manually, which implies printing the credentials one by one, which is cumbersome due to the volume of witnesses who already have their QR codes on their phones, but without being able to comply with the mandatory requirement of having them in physical form when entering the voting center.

“We are talking about a volume of 6 thousand credentials that, if done individually, delays (the process). What we are asking is that the option that exists in the system (of mass accreditation) can be used efficiently,” he added.

During the live broadcast, Perkins Rocha highlighted the importance of electoral witnesses for the elections, since their mission will be to ensure that the voting takes place without incident. “They are the technical eyes, the qualified eyes that the citizens have,” he commented. Another key function of the witnesses, after supervising the vote count with the community, will be to report the results to the command based on the copy of the minutes that legally corresponds to them.

“These electrical barriers to electoral engineering cannot be tolerated at this time and are not typical of what has been said to be the best electoral system in the world. We believe that it is a problem that needs to be resolved urgently for everyone,” he said.

Later, the lawyer declared in a press conference that the CNE’s option for mass accreditation only allows PUD representatives, in some cases, to print batches of 30 credentials. Like Caldera, he indicated that this makes it impossible to cover the total number of witnesses before July 26, when the installation of the polling stations begins.

“In these cases of batches of 30, the disordered way in which the system provides the data makes it impossible to locate them,” he said.

This is not the first time that the CNE’s automated system has presented problems precisely when the opposition command needs to carry out an important procedure there. For example, on March 23, during the process of registering candidates, the MUD denounced that the application system on the website did not register the registration of its flag bearerCorina Yoris.

The problem persisted until March 26, the last day of registration, even though the other candidates from the ruling party and the pro-system opposition did not have the same problem. Minutes before closing, the parties Un Nuevo Tiempo (UNT), Fuerza Vecinal and Movimiento por Venezuela (MPV) managed to register the governor of Zulia, Manuel Rosales, but the MUD was never able to enter. Finally, on March 27, the CNE allowed the administrative registration of Edmundo González Urrutira.

Once the opposition agreed to unite around González’s candidacy, the second problem came. Both UNT and MPV (Fuerza Vecinal broke the agreement and decided to support Antonio Ecarri) denounced that Once again the automated system did not allow them to change their application. to join the MUD. The most recent reported failure occurred in the accreditation process for polling station members. Organizations such as Voto Joven, Súmate and #HolaTúInscríbeteRE reported that once the online training workshop on the CNE platform was completed, the system never sent the verification code needed to print the credential, among other failures at the time of registration.

It was not until July 12 that the problem was solvedalthough the CNE did not even make a public statement on the matter. It was through activists and electoral experts that it became known that those selected to be members of the table could now print their credentials, although they had to do the entire training again.
