AN postpones debate on NGO oversight bill

The National Assembly (AN), with a pro-government majority, postponed this Tuesday, May 21, the discussion of the bill for the supervision, regulation, operation and financing of Non-Governmental Organizations (NGOs) and related organizations.

The purpose of this bill is to establish the regime for the constitution, registration, financing and operation of NGOs in Venezuela and to “contribute” to the fight once morest money laundering, organized crime and the financing of terrorism.

The law, which was presented by Cabello himself in January 2023, also establishes that the Venezuelan State will promote the organization of society in a “legitimate form” of participation that can be created at any level. It will also favor NGOs aimed at addressing and solving local community problems and guaranteeing human rights.

Although the report of the second discussion, presented by Cabello, was approved by “parliamentary urgency”, the deputies voted in favor of nine of the 17 articles of the law before requesting the postponement of the discussion, without justifying the request.

It is worth mentioning that, on Monday, Diosdado Cabello referred to the approval of this law and accused the country’s NGOs of depending on the United States Government. “In conclusion, they are not non-governmental, but we hope to approve this law tomorrow, which has a lot to do with this financing issue, with how the money comes to them.”

“Everyone will have to register there, everyone will have to explain where the funds come from, everyone will have to say how they spend the funds,” added the number two of the PSUV.
