During today’s meeting, Deputy Alexander Burmak (United Russia) said that the number of complaints regarding traffic increased during hot weather. Most passengers pointed out problems with the air conditioning in transit.
According to the person in charge, following inspection, these problems did exist. The bus either has no air conditioning system at all, the air conditioning system is faulty, or the driver does not turn on the air conditioning system to save fuel. As a result, the driver opened the windows and doors. In addition, non-compliance with traffic schedules and shortage of buses on routes were also identified.
Saratov Oblast Minister of Transport and Road Facilities Alexei Petayev added that the number of complaints during hot weather increased by a third. For example, according to him, in Saratov only 30% of transport vehicles are equipped with air conditioning, but even on these buses the system is not turned on.
The official pointed to two problems related to the lack of air conditioning in transportation. First: The city does not have any organization involved in the maintenance and upkeep of air conditioning systems. According to him, he is currently looking for such a company. Second question: Some vehicles are not equipped with air conditioners, and installation of air conditioners requires a permit.
Chairman of the Committee for Road Management, Improvement and Transport of the Saratov Administration Igor Pozdenikin said that there are 96 routes in the center of the region, eight of which are seasonal routes. There are 650-680 buses running on this route every day. Among them, there are 150 large-capacity buses, 2 medium-sized buses, and the rest are small buses. 256 small-capacity buses have air conditioning, but it is not always on. As Pozdenikin points out, windows are often tinted or covered with curtains so that sunlight doesn’t get in.
Maxim Leonov, Deputy Director of the Saratov Government, noted that airlines and official organizations are now being fined for high temperatures in transport. However, he believes that in order to regulate this situation, it is necessary to develop regional standards for transportation at the subject level, as in other fields.
