MEXICO CITY (El Universal).— The virtual president-elect of Mexico, Claudia Sheinbaum, presented the initiative for constitutional reform for the non-reelection of deputies and senators, which she is regarding to send to Congress, along with the rest of the reforms promoted by the Executive, less than 100 days before the change of government.
Claudia said that the change in the law that was decided during the six-year term of former President Felipe Calderón (2006-2012), which gave the green light to legislators, “was not based on a demand from the citizenry for re-election.”
“The people of Mexico do not want re-election, and we saw that in the pre-campaign, in the campaign. So, we are only taking up what the people say and putting it in the Constitution, returning the Constitution to its original wording,” said the future president, who will take office on October 1.
Senator-elect Ernestina Godoy, the next head of the Legal Counsel in Sheinbaum’s government, explained that the letter with the initiative will be sent to the Ministry of the Interior so that it can later be presented to Congress, along with the rest of the reforms promoted by the outgoing government of the current president, Andrés Manuel López Obrador.
“We are returning to what was the motto of the Mexican Revolution, which is ‘effective suffrage, no reelection’, in our history, and at some point this was lacking and the doctor decides to return and retake the essence of the Constitution of 1917,” said Godoy.
In Mexico, presidential re-election is prohibited by the Constitution.
The future legal advisor explained the content of the initiative, which covers articles 59, 116 and 122 of the Constitution, to eliminate the re-election of Deputies and Senators, a change proposed by Calderón in 2009.
“Senators and Deputies to the Congress of the Union may not be re-elected for the period immediately following the exercise of their mandate,” the proposed text states.
Claudia said that the reform seeks to “return to what was historically” and specified that “separately there is the electoral reform, which will come later.”
Risk-free Budget
Claudia Sheinbaum ruled out that social programs put finances at risk.
The debt will not increase
The virtual president-elect said that social programs are safe in her first budget, including those she promised during her campaign. “Yes, it is enough, we are doing it in a very responsible way (the public spending project), there is no problem in increasing the deficit, increasing the debt,” said the future president of Mexico in a press conference. “We are already working on next year’s budget.”
