Approval of the draft decree on defining the competencies and organizing the national education and early childhood education sector.

Today, Thursday, the Government Council approved draft decree No. 2.24.328 defining the competencies and organizing the national education and early childhood education sector.

The Minister in charge of Relations with Parliament, Government Spokesman, Mustapha Baitas, explained during a press conference following the weekly meeting of the Council, that this project is part of the alignment with the new government architecture defined by Royal Decree No. 1.21.111 issued on 4 Rabi’ al-Awwal (October 11, 2021) appointing members of the government, which added the components of early education and sports to the field of national education.

The Minister added that this draft decree comes in implementation of the provisions of Framework Law No. 51.17 relating to the education, training and scientific research system, especially those relating to the application of the principles and rules of governance in the management of the educational system by reviewing the organization of administrative structures and how they operate.

Mr. Baitas explained that the draft decree aims to comprehensively review Decree No. 2.02.382 issued on July 17, 2002, defining the competencies and organization of the Ministry of National Education, by defining the competencies that the National Education and Early Childhood Education Sector is actually responsible for, particularly those related to preparing government policy in the field of National Education and Early Childhood Education and ensuring its implementation in coordination with the ministerial sectors, bodies and institutions concerned, and defining the structures of the central administration of the sector and the tasks that it will undertake.

On the other hand, Mr. Baitas stated that the Government Council reviewed a number of draft decrees in preparation for submitting them to the Ministerial Council. These are draft decrees concerning the definition of the methods for implementing the provisions of the special statute for members of the auxiliary forces, the definition of the methods for implementing the special statute for civil defense employees and doctors working in the General Directorate of Civil Defense and its external services, the definition of the salaries of military personnel receiving a monthly salary from the Royal Armed Forces, and the definition of a system of wages, food and transportation expenses for military personnel in the Royal Armed Forces.
