APPBI Regrets Government Regulations Not Capable of Resolving Illegal Imports

CHAIRMAN of the Indonesian Shopping Center Management Association (APPBI) Alphonzus Widjaja regrets the government’s regulations that have not been able to resolve the problem of illegal imports to date.

“So we concluded that (the regulation) was revised because it did not find the real problem, did not find the real problem. Therefore, in a short time it was revised once more, published, it turned out not to solve the problem, then revised once more,” said Alphonzus when met in Jakarta on Friday (5/7).

Alphonzus further said that currently the problem of illegal imports continues to be one of the obstacles to the growth of the retail industry in Indonesia.

“So friends, you still remember some time ago I always talked regarding the threat of stagnation in the growth of the retail industry in Indonesia following Eid al-Fitr. If Eid al-Fitr is definitely at its peak in Indonesia, but following Eid al-Fitr there will be a potential threat of stagnation in retail growth in Indonesia and it will happen,” he explained.

This is evident from several department stores whose current condition has closed outlets. The current condition is also increasingly becoming a debate between imported and local goods.

There is potential for stagnation in the growth of the retail industry, he continued, because the government is currently only focused on creating rules and regulations for import restrictions.

“Those affected are official imports of goods carried out by business actors who have been officially registered, pay taxes, carry out official import procedures, and so on. That is what is guarded, what is limited, and the regulations are made stricter, but illegal imports are never touched at all,” he said.

He emphasized that the import restriction regulations issued by the government such as the Minister of Trade Regulation (Permendag) Number 36 to Permendag 8 never touched on illegal imports at all. “So in the end, Permendag or any regulation issued continues to be a problem, because it does not touch on the real problem of illegal imports,” he concluded.
