Customs and Police Reveal Indonesia’s Largest Clandestine Lab Belongs to Chinese Network

Customs and Excise in collaboration with the Directorate of Criminal Action (Dittipid) Narcotics Bareskrim Polri uncovered a clandestine case of a narcotics laboratory in Malang, East Java, on Tuesday (02/07). The laboratory owned by the Chinese-Indonesian narcotics network produced narcotics such as gorilla tobacco, ecstasy, and xanax.

“This joint operation involves the Directorate of Narcotics Interdiction of Customs, Soekarno Hatta Customs, East Java I Regional Customs Office, East Java II Regional Customs Office, Malang Customs, and the Directorate of Narcotics Crime of the National Police Criminal Investigation Unit. It is suspected that the clandestine lab in Malang City is the largest and most sophisticated narcotics laboratory ever uncovered by Customs and the National Police, following similar cases of action were previously carried out in Semarang, Sunter Jakarta, Badung Bali, and Medan,” explained the Director of Communication and Guidance for Customs Service Users, Nirwala Dwi Heryanto.

This joint operation synergy began with the increasingly strict supervision of Customs on high-risk imports, namely the import of chemical equipment and materials and printing machines that have the potential to be used for narcotics production, as a follow-up to the post seizure analysis of several clandestine lab actions by Customs and the Criminal Investigation Unit of the Indonesian National Police. The results of the Customs supervision became one of the input materials for the Criminal Investigation Unit of the Indonesian National Police for the implementation of joint analysis and information deepening, until finally the clandestine lab in Malang City was revealed.

“From the disclosure of the shipment of class I narcotics in the form of synthetic tobacco to the Kalibata City Apartment in Jakarta, connected with the results of the joint analysis, we found indications of an international network that produces and distributes class I narcotics in the form of MDMB-4en-PINACA in Malang City,” he continued.

As a result, the joint team arrested eight people involved in the production and distribution of international narcotics networks and found evidence of narcotics and various tools and raw materials for narcotics production. Details of the evidence secured by officers include 1.2 tons of MDMB-4en-PINACA (synthetic marijuana/gorilla tobacco), 25,000 ecstasy pills, 25,000 xanax pills, 40 kilograms of MDMB-4en-PINACA raw materials equivalent to 2 tons of finished products, and various chemicals that are raw materials and auxiliary materials for making narcotics.

The articles suspected in this narcotics action are Article 114 paragraph (2) sub article 113 paragraph (2) sub article 112 paragraph (2) and Article 111 paragraph (1) article 132 paragraph 2 of Law of the Republic of Indonesia No. 35 of 2009 concerning narcotics. With the threat of the death penalty, life imprisonment or imprisonment for a minimum of 6 years and a maximum of 20 years and a maximum fine as referred to in paragraph (1) plus 1/3, namely Rp. 13,000,000,000.

Nirwala said the disclosure of the clandestine lab case in Malang was a manifestation of the synergy between Customs and the Police in efforts to Prevent and Eradicate Drug Abuse and Illicit Trafficking (P4GN) to protect the Indonesian people.

“We will continue to improve synergy with the Police and other law enforcement officers to make the P4GN efforts a success. This is also in line with our duties and functions as a community protector who provides protection to the community by preventing the entry of narcotics, psychotropics, and precursors (NPP) into the territory of Indonesia,” he concluded.
