Pre-science work (VWA) in general secondary schools was replaced by “final work”.

Vienna (PK) Ends today due to deadline National Council Meeting A proposal from the Alliance Digital package For schools, there is no need to consult the teaching committee’s agenda beforehand. The proposed law was approved at second and third reading with a majority vote from the ÖVP and the Green Party, with one amendment considered. The amendment contains changes already announced by Education Minister Martin Polaschek regarding the “final assignment” of high school graduates. Opposition parties criticized the plan, calling it a “covert operation”.

Education Minister Martin Polaschek concluded that this legislative package brings digitization, relief and personalization. According to Polaschek, the “further development of VWA” (formerly scientific work) brings “enormous joy” to the people affected because it creates new opportunities. It’s important to him that this change is decided now, rather than waiting until the entire school year.

Digital certificates and student ID cards

In the future, school reports will be digitized and available to citizens digitally even following school. Student ID cards are also going digital. Students can apply for edu.digicard for free, and students under 14 years of age can apply for free by their legal guardians. The approved legislative package also includes extending the time limit for school experiments to twice the duration of educational courses and streamlining data collection for summer schools.

Final work on AHS will begin next school year

Until now, the final assignment in ordinary middle schools has been “literary works.” The format is now open and students have the opportunity to present multimedia products, works such as sculptures, video reports, podcasts or empirical investigations and their interpretations instead of a classic thesis. Students should be able to decide for themselves whether they want to create work digitally, analogically, or combinatorially, taking into account the specific skills of artificial intelligence. According to the interpretation of the proposed amendments, documentation and reflection of the development process and sources used are important for verifiability and evaluation. During the transition period (including the 2028/29 academic year), students may choose to sit another written or oral Matura examination instead of the final paper. In the future, secondary vocational schools will no longer have final papers; secondary vocational schools will still retain graduation papers. The amendment also makes changes to admissions to university entrance exams for school-trained applicants, such as universities, who are required to take a graduation exam. You can now start two years earlier than before, at age 20 instead of 22.

Not approved by the opposition parties

Petra Tanzler (SPÖ) criticized a “happy” campaign shortly before the National Council elections. Some of the approaches proposed in the package might be seen as positive, but they don’t want to agree to a quick passage. Tanzler said the SPÖ had long pointed out the need to reform the graduation exams, but suggestions in this regard had been rejected and now there were “hasty changes”. Christian Oxonitsch (SPÖ) also said that the legislative package attempts to “simulate the event in a certain way”. He mentioned 137 deferred motions in the Teaching Committee, some of which also included proposals to change Matura.

Rudolf Taschner (ÖVP) said that the further development of VWA is not a milestone, but “a small stone that changes Matura”. Taschner says there’s “still a lot of room for improvement” with the Matura redesign, but the key is an emphasis on performance. Gertraud Salzmann (ÖVP) submitted amendments to the proposed law and briefly explained the changes contained therein.

Hermann Brückl (FPÖ) discovers that the digital student ID card is not a major innovation. Brucker said the sensitive aspect of the digitalization measures included in the legislative package was data protection, since the data being sent “we don’t know where it will be stored”. He demanded that the VWA should be “cancelled and not replaced” and that Matura must be a “high-quality work.” Brucker said he also spoke out once morest plans for full-time schools because schools “are not care facilities.”

Sibylle Hamann (Green Party) said the digitization of the school sector would offset paperwork when school starts. VWA’s reforms are “smart”. They are creatively developed further rather than simply abolishing them and succumbing to artificial intelligence. The final work can now take “many different forms”, allowing students to tap into their individual talents.

Martina Künsberg Sarre (NEOS) said the proposed legislative package includes “little things” and “obvious things”. The extended school experiment is also a “fake solution” because people are afraid to introduce “real school autonomy”. When changing the VWA, she recognized “hudelei”.

Set deadlines

After the 272nd National Committee meeting, another meeting was held Meeting Federal-State Agreement Modifying the Basic Services Agreement (2657 decibels) until July 4, 2024. This includes increasing the maximum fee rate for vulnerable strangers in need of help and protection and allocating it to House committees. (National Council completed) bea
