“Quality public management and a professional, well-functioning civil service is a necessary component of our progress as a country – it is the key to the smooth and effective implementation of each reform. It is the Public Management Agency that is the institution of change, which, through the implementation of the public management goals provided for in the State Progress Strategy, has a fundamental role in creating long-term value for the state and each of its citizens.
VVA has been entrusted with the leadership of searching for managers of the highest professional competences, improving effective management practices and abilities in public administration institutions and institutions, and strengthening the reputation of the civil service. These are really big, but extremely significant goals for the state, the realization of which will be spearheaded by the new head of VVA. Candidates with leadership and management skills are welcome; experience in implementing successful change, building reputation and/or human resource management programs for large organizations; having systematic knowledge of public management policy formation and implementation issues; following the highest ethical standards of transparency, openness and communication in their activities.
The new head of VVA is expected to actively participate in the formation of human resources management policy in state and municipal institutions and bodies; organization and implementation of centralized career orientation of senior managers and strengthening of professional competences; advanced management in budgetary and public institutions is developed.
The new director of the Agency will lead a growing, highly competent VVA team, will have the opportunity to make a significant contribution to the public management sector, increasing the prestige of work for the state and strengthening its leadership corps. At the same time, these duties provide wide opportunities for professional growth and self-realization – the Agency is one of the most important institutions in ensuring the quality of public management and civil service in Lithuania.
Those wishing to participate in the competition must meet the criteria of impeccable reputation; have a higher university education (a master’s degree or a master’s degree obtained following completing integrated studies) or an equivalent higher education qualification; have 5 years of managerial work experience; have a document confirming the level of English language knowledge C1.

The salary offered is from 3,731 to 6,213 euros (before taxes), the official salary coefficient is from 2.09 to 3.48 multiplied by the basic amount of 1,785.4 euros.
Also, financial incentives, such as a cash payment of up to 2 official salaries for activities that exceed expectations, bonuses for additional tasks and increased workload, and other incentives provided by legislation.
The term of office in this position is 5 years.
