Why was the country at risk of a blackout during Easter?

With massive cuts in renewable energy production, a general blackout was avoided in the Easter days due to increased green energy production and reduced demand.

The “knife” in RES was considered necessary to maintain the stability of the system, on Good Friday and on Easter and continued in the post-Easter period, as a result of which ADMIE put scissors to 2.5 GW, simultaneously ordering a cut of 1 GW at DEDDIE.

The network of measures decided to prevent the collapse of the electricity network in consultation with the managers of the neighboring states (Italy, Bulgaria, Albania, Turkey, etc.) was completed with the cessation of energy imports. The measure lasted from Good Friday, May 3 until yesterday, May 7, from 8 am to 5 pm, while an import restriction of 100 megawatts was agreed with Bulgaria for two hours in the morning and 250 MW for one hour (from 4 to the 5).

ADMIE took the baton from the previous weekend (May 4 and 5) when energy rejections exceeded 4 GW, of which 1.5 GW concerned DEDDIE projects. The estimates of the managers are that the “scissors” will continue throughout the month, putting the producers of “green” energy to a great test, while as time goes on it will become permanent as the penetration of RES grows.

The cuts are a necessary “evil” due to the multitude of RES units that are operating today and are a key weapon for maintaining the stability of the network by the Operators of the electricity transmission system and the electricity distribution network (ADMIE and DEDDIE) with the greatest burden falling on the large projects that are connected to the ADMIE system.

All cuts made are a technical necessity in order to avoid blackouts, due to loss of system stability, during periods when RES production cannot be absorbed by consumption and exports.

The phenomenon is here to stay, market officials admit, and this is due to the country’s lag in energy storage infrastructure, which might significantly limit the turbulence caused by the high penetration of RES in the electrical system as they would absorb the excess energy. A phenomenon that is expected to strengthen even more in 2025 as new projects enter the system.

A result of high RES production and low demand are the zero prices in the wholesale market that increasingly accompany the electrical system. We saw something similar repeated on Good Friday for 5 hours, from 11 to 3 in the followingnoon with RES participating in the electrical mix with 61.33%. The same picture continued on Easter Sunday when we had 8 hours of zero price from 10 am to 5 pm with a corresponding percentage of participation in RES.
