Asunción, IP Agency.- The Executive Branch promulgated Decree No. 1603/2024, which establishes the guidelines for the programming, formulation and presentation of the preliminary budget projects for the fiscal year 2025.
This decree establishes general guidelines and describes the mechanisms, methodologies and essential tools for budget programming of all public sector entities.
Within the framework of the Budget for Results (PbR) and with the purpose of ensuring optimization in the allocation and distribution of budgetary resources, the State Agencies and Entities (OEE) in the process of preparing the Preliminary Budget Projects must assign the resources to satisfy the needs of the population, focusing on the achievement of goals and tangible results that benefit society.
Among other aspects considered in the decree, the following mainly stand out:
The OEE will take into account when carrying out budget planning and programming the integrated chain vision provided for in Law No. 7021/2022 “On Public Supply and Contracting” and its regulations. In this sense, entities must plan the acquisition of goods and services that meet the requirements for the fulfillment of their missionary purposes and reflect in the preliminary project the financial requirements for this purpose.
In the process of preparing their Preliminary Budget Projects, the OEE will promote a distribution in the allocation of budgetary resources that allows the Government’s priorities and the strategic objectives of the National Development Plan (PND) Paraguay 2030 to be met, promoting the efficiency of the public goods and services.
Public spending must maintain consistency with the capacity to generate fiscal resources, in a context of rationality and austerity in the use of available resources. To this end, they must implement the necessary measures to strengthen actions aimed at achieving the rationalization of spending, without detriment to results, with the prospect of achieving the greatest possible public value.
The OEE must prioritize the fulfillment of their missionary purposes. Fundamentally, the strengthening of health, education and security, without leaving aside the continuity of social programs and investments in infrastructure. To this end, the MEF will ensure the non-duplication of efforts and inter-institutional cooperation to achieve the objectives.
The guidelines decree incorporates complementary rules that reinforce planning with the adoption of the Pre PAC figure. The incorporation of evaluations as input and the carrying out of studies to identify goods that satisfy needs with a focus on achieving value for money were highlighted.
General guidelines are also formulated regarding aspects linked to sustainability and environmental protection, which seek to align budget planning and programming with the efforts of the National Government regarding the implementation of national and sectoral public policies aimed at achieving public value. .
The Ministry of Economy and Finance (MEF) announced that the deadlines for uploading the respective preliminary projects are defined as follows: the Preliminary Draft Budget 2025 until June 27, 2024; and the Multiannual Budget 2025–2027 until July 22, 2024.
This decree No. 1603 reflects the commitment of the Government of Paraguay to transparent, efficient and responsible management of public resources. These measures are expected to contribute significantly to strengthening the country’s economy and improving the quality of life of all citizens.
