The control room arrives to accelerate the spending of European funds

The reform intervenes on the strengthening of administrative capacity, making use of the resources of the national program Capacity for cohesion 2021-2027 (almost 1.3 billion euros), desired and co-financed by the European Commission and which provides for the hiring of a few thousand officials in administrations that manage European funds, but only with contracts until December 2026.

Reward mechanisms are also envisaged but also the request to the government for substitute powers in cases where the inertia of the administrations risks leading to the disengagement of European resources. The text expands the possibility of using FSC resources for the co-financing of European programs (ERDF and ESF+).

The equalization fund for infrastructure in the South is back

As for the Step platform, recalling that all national and regional programs can be reviewed by the end of next August or subsequently by March 2025, the draft decree allocates 300 million of the Research and Innovation pon to investment projects between 5 and 20 million in the following sectors: digital and deep-tech, clean technologies, including those with net zero emissions, biotechnology including medicines.

Finally, it is worth mentioning the partial restoration of the “Infrastructural Equalization Fund”, for interventions in Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sicily, Sardinia relating to roads, motorways, railways, ports, airports, aqueducts, health and welfare facilities and schools, with a budget of 50 million euros for 2024, 140 million for 2025 and 100 million per year from 2027 to 2033.
