His Excellency the President of the Transition of Gabon,

At the end of your speech during the opening ceremony on April 2, 2024 of the Gabonese national dialogue which officially ends on April 30, you briefly mentioned the question of a “Truth, Justice, Reparation and Reconciliation Commission”, before postponing its establishment and the start of its work indefinitely.

Taking into account the diagnosis in the light of Maât, the authentically African multi-millennial concept of “truth, justice, good governance”, published on March 28, 2024 by CAPPO as part of its contribution to the national dialogue, on “the Gabonese evil” since its independence until “the end of the recreation of the corrupt Gabonese hereditary regime”, salutarily whistled by the CTRI on August 30, 2023, taking into account the number of contributions submitted to the preparatory commission for the national dialogue requesting such a commission, and taking into account Having received press releases from several political parties and civil society organizations on the urgency of establishing such a commission, may CAPPO be permitted to plead with your Excellency in favor of the announcement during your closing speech of the work of the national dialogue of the official establishment and the eminent start of the work of the “ Truth, Justice, Reparation and Reconciliation Commission” of Gabon, which it would be more complete and original to also call more briefly the “Maat Commission” of Gabon.

Indeed, as clearly demonstrated in the diagnosis in question, it is this authentically African concept of “Maat”, little known to African intellectuals and politicians but well summarized in this diagnosis, which makes it possible to qualify in the full extent of their seriousness all “crimes once morest good, justice, truth, law, morality, good governance”, and therefore real “crimes once morest the Gabonese people”, whose motto is “union, work, justice”.

The most serious examples of these crimes explained in this diagnosis are the political and economic crimes of the sale of Gabon to France, the political crimes of massive electoral fraud, the economic crimes of dilapidation of all public facilities, particularly streets, roads, public hospitals and dispensaries, public schools, making the profiteers of the Bongo regime economic mafiosi, thieves of public funds and foreign development aid, systematic plunderers of the least sources of wealth in the country , state companies as well as private companies, the moral crimes of the destruction of moral values, in particular of the fundamental value of work enshrined in the currency of Gabon, and of traditional African values ​​by the promotion of homosexuality and by the proliferation of political or ritual murders.

The work of Gabon’s “Truth, Justice, Reparation and Reconciliation Commission” is essential to officially establish all “crimes once morest good, justice, truth, law, morality, good governance, the Gabonese people”, to summon and collect the confession, repentance and request for forgiveness from all the perpetrators of these crimes of which the Gabonese people were victims. Since in all religious traditions, especially in African religious traditions, there is no forgiveness and reconciliation without reparation, contrary to the mixed results of the “Truth and Reconciliation Commission” of South Africa created in 1996 and the “Truth, Justice and Reconciliation Commission” of Togo created in 2009, it is essential that national reconciliation which is the aim of the “Truth, Justice, Reparation and Reconciliation Commission” of Gabon be preceded by adequate reparations on the part of the perpetrators of recognized crimes, such as the restitution of part or all of the stolen public money, as in Angola at the end of the corrupt regime of Dos Santos, as well as symbolic but exemplary prison sentences for the perpetrators of blood crimes for political or ritual reasons, and also for perpetrators of political and economic crimes. However, as was the case following the work of the “Truth and Reconciliation Commission” of South Africa and the “Truth, Justice and Reconciliation Commission” of Togo, it is essential that the Gabonese State adds to these essential reparations on the part of the perpetrators of crimes the financial reparations of the victims or the families of the victims of the crimes recognized by the “Truth, Justice, Reparation and Reconciliation Commission” of Gabon.

Furthermore, since the name “Truth, Justice, Reparation and Reconciliation Commission” of Gabon does not allude to crimes once morest good governance or moral crimes, it is desirable to compensate for this gap and to honor multi-millennial religious or political intellectual traditions.
