The validation session of the report of the ”Training” and ”Well-being” sub-committees, as well as those of the three (3) other sub-committees of the Social Commission on the menu of the sectoral plenaries, this Wednesday, before the office of inclusive national dialogue headed by the Metropolitan Archbishop of Libreville, Mgr Jean Patrick Iba-Ba. In the meantime, it was noted during Tuesday’s press conference what might be the major trends, in terms of recommendations within the sub-committees mentioned above, reporting to the Social Commission.
On the training aspect which constituted the first panel of this press conference, the financial question appeared as the structuring factor in the global solutions to be provided to all the concerns expressed by the contributions made by the Gabonese here and elsewhere in training matters and discussed within the dedicated subcommittee.
This is especially true because, successively argued the President of this sub-committee, Professor Guy Serge Bignoumba and the rapporteur of the work, Biyambou Pendy, it will be necessary to finance the dozen strong recommendations which should appear in the expected report.
Among the recommendations, we note the creation of a body of supervisors in national education, the retraining of teachers, the increase in the number of educational inspectors, the creation of a body of heads of educational establishments, the payment as soon as possible for fees linked to exams and competitions.
It was also desired to link public agents to the remuneration system in force within the defense and security forces, to move from the training-employment system to the training system for the needs of society, to refound the ANBG, to encourage students to integrate higher education with a professional project, agree internships and strengthen research.
In terms of Well-being, second panel of the press conference, the president of the sub-committee, Dr Sandrine Itou-Y-Maganga, supported by the president of the Social Commission, Professor Elsa Ayo Bivigou, listed some strong recommendations issued.
These include the reopening of provincial health schools, the computerization of the national health system, the construction of social reception centers, the strengthening of the fight for the protection of widows and orphans and the relaxation of procedures relating to adoption in Gabon.
Other recommended measures in the area of land and housing: the reestablishment of the practice of long leases for expatriates, the abolition of the ANUTTC and peripheral agencies to create a one-stop shop, regulate rents and establish housing assistance for old people.
We still have to wait for the deliberations which will be made at the end of the restricted plenaries this Wednesday and especially the conclusions which will be contained in the general report of the DNI on these specific questions, at the end of the large plenary on Saturday.
