The first prefectural decrees authorizing algorithmic video surveillance (VSA) within the framework of the OJ law have just been published. The RATP and SNCF can now automatically monitor people during the PSG/OL match from April 19 to 21 and the Black Eyed Peas concert on April 20. La Quadrature du Net has mobilized once morest this technology since 2019 and continues its battle. We will keep you informed in the coming weeks of upcoming actions.
Deployed illegally for years and authorized in a unique way in Europe with the law on JOPs, algorithmic video surveillance was in the starting blocks to be used for the first time by the police. It’s now done.
The Paris police headquarters authorized this April 17, 2024 the use of VSA software from the company Wintics by the SNCF and the RATP. Surveillance will begin on April 19 on 118 cameras at Gare de Lyon and the Garigliano bridge in Paris. On April 20, it will also concern all the cameras in the metro and RER stations of the Nanterre Préfecture and La Défense Grande Arche stations.
The rumor of a VSA authorization for the PSG-OL match had been circulating for several weeks since the SNCF had announced for some time on posters at the Lyon station that it had obtained authorization from the Police Prefecture. We learned from this poster that the SNCF was already carrying out “tests” linked to the design phase of the algorithm, where the people filmed serve as guinea pigs to adjust the software. Tests were also carried out during two Depeche Mode concerts in Paris. Another poster in the corridors of the Paris metro indicated that experiments would also soon be implemented by the RATP.
We have developed a tool for listing prefectural surveillance authorizations, information for which is almost systematically lacking, which prevents the people being monitored from being aware of these measures. This tool, called “ Catch’Surveillance » (for Automate for Tracking Search Terms in Prefectural Orders), automatically analyzes the collections of administrative acts from each prefecture in order to identify prefectural authorizations for the use of drones and VSAs. This is how we were able to learn of the publication today of the first formal authorization for repressive use of the VSA in Paris. By publishing these orders so late, the police prefect is trying to avoid legal action as much as possible, which will probably not have time to be judged before the start of algorithmic surveillance.
Faced with the materialization of this surveillance, the abuses which are looming and the Technopolice which is advancing illegally in parallel with the JO law, La Quadrature du Net is preparing to respond. We will keep you informed in the coming weeks of upcoming actions.
