Milan, the Municipality of San Donato accelerates the program agreement for the stadium

For the project of the new AC Milan stadium in San Donato, in the San Francesco area, the Municipality is trying to speed up the administrative process. On 19 April, the request to join the Program Agreement was sent to the Lombardy Region, the Metropolitan City of Milan, the FS Italiane Group, the Italian Railway Network, FS Sistemi Urbani (respectively lead company of the Infrastructure Hub and the Urban Hub) and Sportlifecity , the company that owns the land acquired by the Rossoneri club in July 2023.

The Program Agreement

The objective of the Program Agreement is to address all the strategic aspects to arrive at a hypothesis for the construction of the sports facility, overcoming the critical issues that the Administration itself has highlighted, starting from the problems related to roads, creating a table which allows the procedure to be accelerated by defining the economic and operational commitments for the overall development of the urban planning intervention. The Lombardy Region and the Metropolitan City of Milan were invited as superordinate territorial bodies in relation to their specific competences. The invitation to the companies of the FS Italiane Group, however, responds to the desire to seize the opportunity of carrying out this urban intervention to strengthen the public transport system and the railway network, making them functional both for sporting events and in everyday life. The process will take 18 months to complete.

Precisely for this reason, as the municipal administration, we strongly feel the duty to evaluate the intervention with the utmost seriousness with the aim of advancing the interest of the entire community, also by opening moments of discussion with the citizens and with the Mayors of the territory”.

Land acquisition

Last February, Milan acquired definitive ownership of the land in the San Francesco area, following the preliminary purchase agreement signed by SportLifeCity (the company that Milan controls 90%). In the San Francesco area, SportLifeCity had already obtained the green light from the Municipality of San Donato in 2021 for the construction of an arena and other buildings, while Milan in September 2023 had requested a modification to the current integrated intervention program for the 70,000 seat stadium and other related works (while remaining within the 108,000 m2 envisaged). The approval of the council of the Municipality of San Donato for this request, with relative approval of the urban planning variant, arrived on 24 January 2024.

Il masterplan

The stadium will be built near the Eastern ring road and the A1 motorway junction, as well as a railway station and the metro terminus. But in any case, both the railway flow (currently three thousand travelers per hour, but it will be necessary to increase between 25 and 30 thousand per hour) and that of the road arteries will have to be improved. The Manica studio, which will be the design architect of the project, is developing the master plan of an eco-sustainable facility (in which to play from the 2028/29 season), located within an entertainment district that includes the new headquarters of the club, the museum, a hotel, a store and a 4,000 seat concert hall. If the building volumes already requested are not increased, the usable greenery will instead be increased up to 230 thousand m2 in the South Park and two cycle-pedestrian walkways will be built to connect the city of San Donato, for a total of five km of cycle paths. All this with an overall financial commitment of 1.1 billion euros.
