In a society of law and standards, several professionals have the prerogative of writing certificates. The architect can certify the composition of the concrete. The police officer can certify a refusal to comply. The engineer can certify compliance with safety standards. The certificates of judges and bailiffs sit at the pinnacle of probity. Finally, any citizen can certify on the honor with which he is supposed to possess.
Much more numerous and disparate are the medical certificates where glory, science, honor and probity are not essential. Certificates of aptitude for gymnastics or pétanque require no science and confer no glory. A certificate of emotional shock does not engage honor or probity.
There was a time when a medical certificate might exempt you from wearing a seat belt due to asthma or a feeling of oppression. Those days are over, as asthma and anxiety have become compatible with seat belts. In earlier times, a certificate proving a driver’s state of intoxication was offered by some as an excuse in the event of an accident. Today, the same certificate of intoxication makes it possible to revoke the driving license of all drivers subject to various addictions. Addiction itself has become the subject of a certificate giving free access to all care.
How can we give credit to a certificate of good health, when its definition continues to change according to the wishes of those who define illnesses. Being left-handed or homosexual are no longer illnesses requiring a certificate. On the other hand, the genes predisposing to a thousand diseases will tomorrow be the support for millions of opportunistic certificates of poor health.
These certificates of poor health have become very popular, they allow you to obtain reimbursement for a train, theater or organized trip ticket. Let us have no doubt that with the rise of populism, their number will grow infinitely.
The most valuable of all is obviously the sick leave certificate which has also evolved according to the definitions of illnesses. If lower back pain has long been in the spotlight, today we find there jumbled together all the musculoskeletal disorders, burn-outs and depressions, chronic fatigue, sexual and psychological harassment and so many other miseries, none of which doctor would not dare to dispute the veracity.
With the pension reform, we can soon expect a deluge of work stoppage certificates which will make it possible to bridge the gap between the estimated retirement age and the legal age.
The rigor of a certificate varies by profession. Doctors are more often confronted with the limits of their integrity than engineers, but the ethics of the latter are confronted with tighter budgets than that of Social Security.
