According to the accusation, the contract was diverted to the entrepreneur Giovanni Riefoli, who in exchange would have given the Pisicchios hundreds of thousands of euros and promised the Municipality officials, Francesco Catanese and Gianfranco Chiarulli, a permanent employment contract for his wife and son, while dozens of hires would be made to the two local Dem representatives.
According to the investigators, it was Alfonso who decided the names of those hired, who prepared a list of people useful to guarantee the then regional councilor a very large pool of votes.
