The referral order included a letter addressed to the president of the federation, the subject of which was a request for the club’s goalball team to participate in the Polish Championship. What was confirmed was the approval of the travel of the delegation members attached to the official lists, and that all players were registered with the federation, contrary to the truth.

The referral order added: The members of the Board of Directors of the Federation for Blind Sports, contrary to the truth, signed a cash receipt for the contracts of 4 players, contrary to the truth, with the signature of its issuance attributed to the Federation, and the Egyptian Federation for Blind Sports addressed the head of the central administration in the sports development program, for the Federation’s approval of the Al-Iman Sports Club’s request. The goalball team delegation traveled to participate in the tournament, which resulted in the Minister of Youth and Sports issuing a decision approving the delegation’s travel.

The referral order continued: This was with the intention of proving the registration of sighted players who are not registered in the records of the Egyptian Blind Sports Federation; For the purpose of issuing a ministerial decision approving the travel of the mission members, and the mission members fled following their travel.
