THE POLICY of the Indonesian National Army (TNI) changing the name of the Armed Criminal Group (KKB) to the Free Papua Organization (OPM) is considered not to solve the problems occurring in Bumi Cenderawasih. Moreover, what is referred to as OPM is not just an armed faction.
For a researcher on Papuan issues from the Papua Peace Network, Adriana Elisabeth, changing the name of the Papuan KKB to OPM will actually cause confusion. He explained that the KKB and the West Papua National Liberation Army (TPNPB) were just one faction within the OPM.
For its political factions, OPM has the United Liberation Movement for West Papua (ULMWP), while the West Papua National Committee (KNPB) is the faction that carries out non-violent demonstrations. Therefore, Adriana emphasized that OPM cannot be reduced to just KKB.
“What regarding factions, political groups or other movements under the OPM. In my opinion, the handling is different,” he said to Media Indonesia, Thursday (11/4).
One of the consequences of this naming politics, according to Adriana, is the possibility that the TNI will also take a military approach to the political and diplomatic factions of the OPM, namely the ULMWP and KNPB. In fact, the problems in Papua involving these two groups cannot be resolved armed.
Moreover, he continued, TPNPB’s actions were not always agreed with by ULMWP or KNPB, and vice versa. Adriana believes that the policy of changing the name of OPM occurred because there was never an agreement in the government or legislature. Apart from that, the political history regarding Papua itself is a problematic factor in the naming politics.

“For the government, there are no longer any problems in political history, that is final. For them, groups that did not agree with the historical process at that time, they then carried out political movements,” explained Adriana.
Adriana believes that resolving the conflict in Papua cannot be resolved armed alone, but rather through dialogue. In fact, TPNPB itself also has its own diplomatic faction with which to engage in dialogue. However, the problem lies in the government not wanting to deal directly with separatist groups.
“The government feels there is no need to talk to the separatists. Well, it can’t do that,” he said.
TNI Commander General Agus Subiyanto said that the policy of changing the name KKB to OPM followed the naming carried out by the TPNPB itself. For him, OPM has carried out a series of terror and murders once morest TNI/Polri ranks and the public.
