The legislators argued that it is necessary for the calculation to be based on a methodology applied by the Energy Regulatory Commission (CRE), in which the limit indicated by the temperature categories of the last two years for which information is available is taken into consideration. corresponding, according to the reports prepared by the Ministry of Environment and Natural Resources (Semarnat) through the National Water Commission (Conagua).
