From April 1, new rules for indexing pensions, obtaining a driver’s license and enrolling schoolchildren in first grade will come into effect in Russia. The changes will also affect conscription for conscripts. In this regard, nuances appear that Russians should take into account. Especially drivers and military personnel. In particular, they promise not to send the latter to the Northern Military District zone. URA.RU tells how some areas of life in the country will change from April.

Indexation of social pensions and new rules for schoolchildren

From April 2024, social pensions will be indexed by 7.5%. For example, the survivor’s pension for children will increase by 1,073 rubles, and for children with disabilities, 1,287.59 rubles will be added to the payment.

Also, from April 1, applications will begin to be accepted for the first grade of schools. At State Services you can fill out the appropriate draft in advance to simplify this process.

Changes for motorists

Future motorists will face changes in the procedure for taking driver’s license exams. A fourth retake attempt is now possible no earlier than six months following a failed attempt and no later than nine months. At the same time, future drivers can afford to make more mistakes when taking the exam – the number of penalty points has been increased from five to seven.

As for other changes, SNILS is now included in the list of required documents for passing exams and obtaining a certificate. The traffic police will request data on SNILS through interdepartmental interaction. Also, drivers who have foreign licenses will need to replace them with Russian ones. Otherwise, they risk receiving a fine of 5,000 to 15,000 rubles.

To obtain category D and subcategory D1, drivers now need experience in categories B, C, C1, D1. This change is aimed at improving road safety. At the same time, some categories and subcategories of driver’s licenses will now open automatically. To do this, the driver must have a certain experience and other categories of rights.

Foreign national and international rights, as well as foreign rights older than one year, will be considered invalid. In this case, the driver must be a citizen of a foreign state, a person without a residence permit or Russian citizenship. However, such drivers can change their license to a Russian one, but to do this they will need to pass a theoretical exam.

Conscription for military service and consequences for draft dodgers

In April, conscription for military service for men aged 18 to 30 will also begin. However, the changes will not affect those who were already 27 years old as of January 1, 2024. The conscription will also not affect those who have the right to a deferment or release from service for health reasons (category B – “limited fit”). Conscripts will not be recruited to serve on the special operation front, the General Staff noted.

Failure to appear at the military registration and enlistment office will entail consequences. In particular, the issuance of driver’s licenses will be suspended, and it will also be impossible to register a car following purchasing it. Also, evading military service will lead to problems with processing real estate transactions and acquiring loans. Among other things, in case of failure to appear at the military registration and enlistment office, conscripts face a fine of up to 30 thousand rubles.

Tax reporting

By April 30, you must submit a citizen’s income statement for the previous year. Tax obligations arise for those who sell property before the expiration of the minimum period of ownership established by law. They also apply to persons who received income from the sale from which personal income tax (NDFL) was not withheld.

Amendments to the housing code

From April 2024, changes to housing legislation regarding daily rental housing will come into force. According to the amendments, owners of apartments in multi-apartment buildings receive the official right to rent out their property for a short period of time – from one to several days. However, this places a number of obligations on homeowners. In particular, they must ensure the installation of energy meters in apartments. In addition, owners are required to pay for waste removal services.

Previously, each such case was assessed individually by the court. This is due to the fact that the daily rental of a private apartment cannot be equated to hotel services without a thorough assessment of all the circumstances associated with the rental of a particular apartment. The changes will also affect housing redevelopment.

It was previously reported that the law on apartment redevelopment in the Russian Federation will change from April 1. Deputy Chairman of the Russian Chamber of Commerce and Industry Committee on Entrepreneurship in the Housing and Public Utilities Sector Susana Kirakosyan stated that any transformation of the size and shape of the premises will be considered a fact of redevelopment. The procedure for approving this action will also change. In most cases, the owner will have to prepare a package of documents and contact the State Housing Inspectorate or local administration, reports RT.
