Howard Webb, Chairman of the Premier League Referees Committee, spoke regarding the controversial incident in the recent Liverpool and Manchester City match, in which McAllister called for a penalty kick.
One minute before the final whistle of the 28th round of the Premier League, with a score of 1-1, a strong challenge occurred between Manchester City winger German Doku and Liverpool midfielder Mac Allister inside the penalty area, which led to the Argentine star falling.
Referee Michael Oliver did not count anything, but waited for his decision to be confirmed by the video technology, amid demands from Liverpool players to award a penalty kick, but he ordered the resumption of play and the match ended in a draw.

Reds coach Jurgen Klopp said in statements following the match: “It is 100% a penalty for anyone on the planet, but they will find an explanation why it was not awarded, or Howard Webb will call us tomorrow (to apologize).”
Howard Webb explains the following decisions on Match Officials Mic’d Up:

West Ham’s overturned goal v Aston Villa
Villa’s penalty appeal v West Ham

Webb commented on the game in statements published by the official Premier League account: “Opinions are divided, but I support the referee’s decision not to award a penalty kick, because the ball is too low to be played with the head, and Doku raised his foot and played the ball. Yes, there is some contact with Mack.” Aleister, who came towards Doku, did not play the ball.”
The Premier League website broadcast a video of the referee’s conversation with the VAR crew, in which Oliver said: “I think the ball is in the middle, and Doku is just trying to play it. There may be some contact.” Stuart Attwell (the VAR referee) replied to him: “There is clear contact with the ball by Doku. And there is a clash. McAllister came and turned his body. The ball was high. I don’t think there is enough evidence for a penalty kick. He (Doku) definitely touched the ball, and McAllister came into his space and turned his back to him. Confirm the field decision (no violation).”
