The mayor of Bogotá, Carlos Galán, was clear, concise and forceful when talking regarding the Bogotá Metro
Through different social networks, the president made a speech, the Mayor, Carlos Fernando Galán, took the opportunity to vehemently defend the progress of the First Line of the Bogotá Metro.
Faced with this, the president assured that the city “will not change certainties for the risk of uncertainty.”
Also, he referred to the study contracted by the Colombian Society of Engineers (SCI). “Evaluating future projects in the country is not evaluating projects that are being executed. My message is clear and forceful, in front of the Bogotá Metro, not one step back!”
On the other hand, the Mayor also explained that the modification proposed by President Gustavo Petro is legally impossible and technically unfeasible. “Legally, it is not possible to change a contract as proposed by the president. Today there is a signed and executed contract, and we are respectful of the law, the institutions and the Constitution.
“We are going to fulfill the contract.” “Today, for the first time in the history of the city, the Metro has a signed and financed contract, which has the support of multilateral banks, and in which two national governments and two district administrations participated, it is in execution and reaches a advance of 31%”,
Investments for the Bogotá Metro have been 2.9 billion pesos, resources that would be lost if any modification is made to the PLMB. “Public opinion must know that these investments would be lost if we change the project. Stopping the Metro is stopping the progress of Bogotá, assuming million-dollar losses and failing to comply with the needs of the people of Bogotá”.
“We all know the position that President Gustavo Petro has had regarding the Bogotá Metro, as mayor he wanted to make it underground, his project had no financing, nor the necessary structuring to take it to a tender. Yesterday in his speech he proposed modifying its layout to do so along Carrera 13 and then along Caracas Avenue,” Galan explained.
History of the construction of the Bogotá Metro, according to Carlos Galán
The president recalled that since 1942 Carlos Sanz de Santamaría proposed the construction of a Metro for the city, which at that time had no more than 400,000 inhabitants.
“82 years have passed since that moment and Bogotá has seen how each mayor arrives with a new project and a new promise to make that dream come true”he assured.
Galán indicated that Roberto Salazar in 1954; Jorge Gaitán Cortés in 1963; Hernando Durán Dussan in 1981; Juan Martín Caicedo in 1992; Jaime Castro in 1993; Antanas Mockus in 1996; Enrique Peñalosa in 1998; and Gustavo Petro in 2013, proposed the construction of the Metro, but they were never able to start it.
For this reason, he invited citizens to defend the Metro and ensure that the most important infrastructure project in the country continues to advance and is ready in 2028.
“Today we are no longer talking regarding the dream of Carlos Sanz de Santamaría, or of some former mayor of Bogotá, we are talking regarding the dream of a city, of the dreams of more than eight million Bogota residents who need and deserve a Metro, and not of one line, or two, or three, but an entire system of five or six lines.”
Finally, the president of Bogotá asked President Petro to look to the future and work on what is already built, and recalled the commitment he acquired with the people of Bogotá to
continue with the Metro project.
“I, as Mayor of Bogotá, have a popular mandate, a legal mandate, I was elected to protect the Metro, and I am going to fulfill that mandate, that is why I am going to respect what was signed and I am going to keep my word”he pointed out.
