Since its creation in 2009, ALIMA has treated more than 10 million patients, and today deploys its operations in 12 African countries. In 2022, we have developed more than 60 humanitarian medical response projects to meet the needs of populations affected by conflicts, epidemics and extreme poverty. All of these projects support national health authorities through nearly 511 health structures (including 47 hospitals and 464 health centers). We work in partnership, particularly with local NGOs, whenever possible in order to improve access and the transfer of skills which ensures the sustainability of our actions for our patients. Furthermore, to improve the humanitarian response, we are carrying out operational and clinical research projects, particularly to combat malnutrition and viral hemorrhagic fevers.
THE ALIMA TEAM:
More than 2,000 people currently work for ALIMA. The field teams, closest to the patients, receive their support from the coordination teams generally based in the capital of the countries of intervention. They receive support from the 4 desk teams and the emergency and openings service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising and representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins, KEOOGO, AMCP-SP, DEMTOU-Humanitaire, PAC research organizations -CI, Inserm, the Universities of Bordeaux or Copenhagen and many others.

POSITION LOCATION: The position is based at ALIMA’s operational headquarters in Dakar, Senegal.
PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS
Level 3 : As part of their duties, the position holder will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good conduct will be necessary. In situations where it is impossible to provide a criminal record or a certificate of good conduct, a sworn declaration will be requested.
FUNCTIONAL AND HIERARCHICAL LINKS
You are the direct technical referent for the Donor Relations Managers working in the country of intervention of Desk 1.
MAIN MISSION
You are responsible for managing funding for the Desk 1 countries, providing technical support to the Country Donor Relations Managers/Charges. You are required to carry out regular field missions according to the needs identified on each mission.
MAIN ACTIVITIES
1. Support Operations Support Officers to produce quality concept notes and proposals in accordance with the operational strategy
You participate and advise the coordination team on project development and program strategy. You support Country Donor Relations Managers/Charges in drafting solid concept notes and proposals for donors. You review, comment, correct and validate concept notes and proposals to ensure that they include good technical and operational analysis, that they demonstrate knowledge of the context and risks, that they present a solid strategic vision and that they comply with the budget and donor directives. If necessary, you write a concept note or participate in the writing.
2. Oversee the management of financing contracts and contractual requirements and provide technical advice
You provide information and advise the desk and country teams regarding donor regulations and contractual requirements and participate in the analysis of possible financial risks linked to contracts. You support the Country Donor Relations Managers/Charges to ensure that commitments to donors are respected. You must be able to propose contractual modifications to landlords if operational plans are changed.
3. Support and supervise the writing of narrative reports for donors and partners.
You support and supervise the Country Donor Relations Managers/Chargers in the development of narrative reports. The Country Donor Relations Managers/Charges are responsible for writing and developing narrative reports, in accordance with contractual requirements, they also guarantee monitoring and solid operational analysis. You work with the operational team to write a precise, detailed and clear report, according to the donors’ requirements and format and on time.
4. Ensure the search for financing
You support the Country Donor Relations Managers and the Donor Service in Dakar in the search for new financing opportunities. As such, you must ensure that you have a good knowledge of ALIMA’s operations and the humanitarian context. You must also master the strategies and processes of donors financing ALIMA or not.
5. Maintain relationships with donors
You help maintain relationships with donors, provide regular information on current operations and maintain an open dialogue throughout the year. During the months of negotiation of financing contracts, you are responsible for monitoring the negotiation at each stage and can take charge of the negotiation if necessary (from the coordination team in the field or the Desk Program Manager); you also ensure the relationship with donors regarding the management of financing contracts, including contractual requirements, in coordination with the Desk and country team.
6. Implementation of prevention measures once morest abuse of power, gender-based and sexual violence
You participate in training and awareness sessions that are organized. You have a perfect knowledge of landlord obligations regarding protection once morest sexual exploitation and abuse. You ensure these elements are tracked and included in all project proposals and reports. You help create and maintain a fulfilling and protective environment.
Experiences and skills
You have a good knowledge of the processes and rules of the main donors (ECHO, OFDA, DUE, AFD, UN, etc.) and a good understanding of health and nutrition projects.
LANGUAGES
- Excellent written and oral expression in French and English;
- You hold a higher education diploma, Master’s level or equivalent in (international relations, project management, etc.), you have professional experience of at least 3 years minimum in the management of financing contracts and the drafting of reports for donors, in a humanitarian context and within the framework of a project or program. You have good experience in supporting and training Country Donor Relations Managers.
Conditions
Duration and type of contract : Permanent contract under Senegalese law, 3-month trial period renewable once – maximum 6-month trial period.
Salary : Level 7 of the ALIMA headquarters grid
- Travel costs between the country of origin and the base country (If recruited internationally);
- One round trip per year to the country of residence covered for the employee and their dependents and a second round trip per year for the employee (If recruited internationally);
- Coverage of school fees for dependent children, within the framework of the ALIMA policy and ceilings in force;
- Additional health coverage and evacuation covered by ALIMA for the employee and their dependents
- Initial installation bonus in Dakar between €3,000 and €5,000 depending on family composition (if recruited internationally);
- Five weeks of paid leave per year and recovery day system for travel.
