Me G. Devers is a French teacher-researcher specializing in international law. He recently formed a network of lawyers to defend the Palestinian cause before international institutions, in particular the International Criminal Court.
If his work as a jurist has been widely commented on in the press since the Gaza conflict, his work did not begin on October 7, because if Palestine can today be represented before an international court, it is thanks to a long-term work which allowed Palestine to be recognized by the courts as a state. And in this long-term work, of which international jurisprudence was the main tool, we find this lawyer who decided to use the law for lost causes. According to him, his duty as a lawyer “is to learn to master international law, to master international procedures and to bring the most complicated cases before judges.”
Palestine has experienced at least four very severe military attacks, and there has been no procedure to legally denounce them. A specialist in the Palestinian question, G. Devers confirms that the conflict which began on October 7 is different from the others. “I see the reports from the UN administration and I say to myself, but it’s not the same thing, we have moved on to something else, there is no longer even the idea of attacking soldiers , resistance fighters, it’s really an attack once morest the population…”.
The UN and UNWRA, as well as social media, quickly allow the whole world to know and follow what is really happening in Gaza. According to the lawyer, “Israel would like a war without proof, that is why it is attacking the UN.” He stressed the importance of videos and testimonies, saying that “there can be no judgment without proof” and that this is how he and his group of lawyers can defend Palestinians in Gaza and the West Bank.
Addressing the ICJ’s ability to rule in favor of the Palestinians and its limitations, he stressed the importance of working together. “If the prosecutor works alone, he will achieve nothing. If the prosecutor feels supported and controlled by thousands, hundreds of thousands of lawyers around the world, we will achieve a result,” he argued.
At a time when the world is very critical of international institutions and the limits of their action, due to his long experience of relations with these institutions, G. Devers is more optimistic and recalls that “in the world, a state has no future if it does not respect the decisions of the International Court of Justice, otherwise you become an international thug.”
Arrest warrants have already been issued by the Court, but will they be issued this time once morest a country allied with Western imperialist countries and responsible for several colonizations?
