Feminization of responsibilities: room for improvement remains among medical directors and managers

In the Hospital Civil Service (FPH), women represent 32% of CME presidents, 35% of division heads and 41% of department heads. Concerning hospital directors, they are only 27%.

Following the promulgation of Law No. 2023-623 of July 19, 2023 aimed at strengthening women’s access to responsibilities in the public service, the National Management Center (CNG) carried out a survey from December 18, 2023 to February 29 2024 among public health establishments: 435 establishments responded including 31 CHU/CHR.

Regarding the composition of establishment medical commissions (CME), 47% of members with deliberative rights are women. (48.5% in CHs, 38.5% in CHU/CHR). Women nevertheless represent only 32% of CME presidents (33% in CHs, 16% in CHU/CHR). On the other hand, 49% of CME vice-presidents are women (48% in CH, 57% in CHU/CHR).

Senior medical staff who can be appointed head of department or head of division are 53.5% women (52% in CH and 55% in CHU/CHR). However, women only represent 35% of division heads (39% en CH, 23% en CHU/CHR) and 41% of department heads (46% in CH, 32% in CHU/CHR). The deputy functions are also more feminized, with 49% women for assistants to the department head (46% in CH, 50% in CHU/CHR) and 51% women for assistants to the department head (rate identical in CH and CHU/CHR).

The involvement of all institutional actors is absolutely essential to meet the challenge of gender equality: the survey showed that many establishments are already putting actions in place (equality charter, equality training, equality referent, balanced appointment objectives for pole/service chiefdoms, mentoring to promote access to responsibilities or to HU careers) but this movement must grow.

Regarding directors, let us remember that 27% of hospital directors are women while women represent 52% of the DH corps. (heads and assistants) working in establishments. The CNG, in its role and alongside the DGOS, the ARS and the establishments, continues its contribution to changing this situation and ensuring that women can access higher responsibilities.
