On Thursday, the European Commission issued a preliminary positive assessment of Poland’s first application for payments from the Reconstruction Fund. This opens the way to the payment of EUR 6.3 billion to Poland under the KPO, said EC spokeswoman Veerle Nuyts.

The EC informed that EUR 6.3 billion is 10.5%. funds from the Polish National Reconstruction Plan. Of this amount, EUR 2.69 billion are grants and EUR 3.63 billion are loans.

– This is a fantastic success for today, but let’s keep working – said EC representatives in Brussels.

According to the Commission, Poland has met the conditions necessary to unblock cohesion funds from the EU budget – including the Charter of Fundamental Rights.

The Commission considers that Poland has fulfilled the horizontal conditions related to the Charter of Fundamental Rights. This will allow Poland to have access to EUR 76.5 billion of funds for the period 2021-2027 under cohesion policy programs, common agricultural and fisheries policy programs and home affairs policy financing programs, said Stefan De Keersmaecker, spokesman for the European Commission in Brussels.

In the next step, the decision to transfer funds to Poland will have to be accepted by the member states within the Council.

Poland will become part of the European Public Prosecutor’s Office

The European Commission adopted a decision confirming Poland’s participation in the European Public Prosecutor’s Office.

Following a request from Poland to the Commission, the European Public Prosecutor’s Office will be competent to investigate and prosecute crimes affecting the financial interests of the Union committed in Poland following June 1, 2021.

Poland will become part of the European Public Prosecutor’s Office on the date the Commission’s decision enters into force. The European Public Prosecutor’s Office will be able to start operations and investigations in Poland 20 days following the Council appoints a European Prosecutor from Poland.

Two years of omissions

According to CRIDO experts, more than two years of omissions, the actual blocking of the launch of the KPO and the lack of preparation of projects for implementation make the KPO a time bomb. The success of the process depends on the efficiency of the Polish administration and public institutions involved in the process of distributing KPO funds.

The pool of KPO funds at risk of not being used is between PLN 150 and 210 billion.

According to CRIDO, in the grant part of the KPO, approximately 30 investments are at risk (out of 41 in total), with so far uninvested funds amounting to over PLN 50 billion. In the case of the loan part of the program, the risk of non-implementation of the investment applies to virtually all cases, and almost the entire amount of the loan part of the program, which exceeds PLN 150 billion, may be at risk.

According to CRIDO experts, approximately 2.5 years before the end of KPO implementation, investments amounting to at least 50 percent should be considered risky. the total budget of the National Reconstruction Plan.
