County and municipal governments rushed to enclose land for universities to set up branch campuses in order to “prosper the local area and enhance the competitiveness of universities.” In Zhubei City, Hsinchu County, where land is at a premium, nearly 30 hectares of land were enclosed at that time. We welcomed National Taiwan University and National Taiwan University of Science and Technology. Today, most of the two land parcels are still covered with smoke and overgrown grass. The locals lamented that “the dream of a university town is broken.” Hsinchu County Mayor Yang Wenke repeatedly requested that National Taiwan University set up a high school in Zhubei but was rejected, leaving the university to enclose the land. The planned land for National Taiwan University’s Zhubei campus is 22 hectares, which can be called the most elite area in Zhubei. National Taiwan University of Science and Technology has only one building in Zhubei

The Zhubei campus of National Taiwan University of Science and Technology, a six-minute drive away, once made locals look forward to it. However, the seven-hectare land now has only one R&D hall and two half-finished buildings. The rest are surrounded by iron sheets. But it has turned from desolate to prosperous, and real estate prices have been rising.

There was never a trace of the branch campus. Former county magistrate Qiu Jingchun once angrily criticized National Taiwan University as “the largest fraud group in history” and threatened to take back the campus.

The current county magistrate Yang Wenke admitted that former county magistrate Lin Guanghua sold the land to National Taiwan University for only one yuan, which was “almost a gift.” This clearly shows the local government’s ardent expectations for the establishment of a university branch, but all it got was disappointment.

In the face of local pressure, National Taiwan University President Chen Wenwen promised to raise funds to build the Zhubei branch in 2028, before the 100th anniversary of National Taiwan University, and build it into a research and development base for new technologies. But following all, it is not the National Taiwan University-affiliated high school that Yang Wenke expected. National Taiwan University signed a further cooperation memorandum with the Zhu County Government at the end of last year to help improve the learning of county high school students.

In the 1990s, the Ministry of Education used campus land and floor area as one of the conditions for university upgrades and restructuring. The university wanted to expand its campus, and the local government also hoped to introduce the university to promote local development and rushed to give away the land. The “Taiwan Knowledge Economy Flagship Park” where Yangming Jiaotong University’s Zhubei Campus is located has been stalled due to major protests over land expropriation. Tsinghua University was originally going to set up a campus in Zhudong, but there were no specific details and nothing has been done so far.

The dream of the Qingda Yilan branch also did not come true. Tsinghua University and the Yilan County Government promoted this matter in 2000. Seven years later, the county government subsidized 300 million yuan to start land preparation. The roads connected to the area were also named Qinghua Road, Qinghua 1st Road, etc. In the end, Tsinghua University announced an indefinite suspension of work in 2014 due to lack of funds. Seven years later, everything came to nothing.

Beijing University of Science and Technology withdraws plan to set up branch in Wanli

On the reservation site of Taipei University of Technology’s Wanli Campus, a monument was erected next to Taiwan’s Second Line during the period of former President Chen Shui-bian, but it has now been lost in the wilderness among the weeds. Cai Cangming, the former mayor of Wanli Township, said that Beijing University of Science and Technology only wanted to build a branch campus, not move the campus. When Beijing University of Science and Technology did not sell the campus land, the project was withdrawn because it had no financial resources to develop a new campus. The villagers also had high expectations and gradually forgot regarding it.

As for the Qigu campus where the Tainan County Government provided Tainan University to relocate to for free, it was blocked due to opposition from teachers and students. Locals were shocked and criticized NTU as a “marriage scam.”

The University Town in the Aerotropolis has little progress

Most of the university branch campuses were stillborn. In the newly opened Taoyuan Aviation City, Zheng Wencan also allocated land to universities to develop branch campuses during his tenure as mayor of Taoyuan. Now, except for Hainan University and Tsinghua University, which have made significant progress, most of the other plans have not been completed. Aviation The dream of a university town in the city may also be shattered. The Ministry of Education stated that universities must consider their own needs and capabilities, and prepare to establish branch campuses or branches following approval by the school council meeting and the board of directors.
